Contractor or Purdue?
With frequent construction on campus, a common question arises: Who controls the site? Responsibility depends on the type of worksite:
Closed Sites
- Managed entirely by a third-party contractor.
- Typically fenced or otherwise restricted.
- Purdue employees are not allowed to enter without proper clearance from the contractor.
- Anyone other than authorized construction workers entering is considered trespassing.
- Contractor is responsible for all safety concerns.
Multi-Employer Sites
- May or may not be fenced or restricted.
- Both Purdue employees and outside contractors work in the same area.
- Purdue is responsible for ensuring the safety of its employees and the surrounding public.
- General public is not permitted due to hazards.
In short, when construction is fenced off or otherwise restricted, the contractor is responsible for safety on the site. When Purdue personnel are working alongside outside contractors or no barriers are in place, responsibility for safety shifts to Purdue.
