One possible answer is the “pine cones” may actually be bagworm cocoons suspended from the tree twigs or foliage. Bagworms build a cocoon made of foliage and twigs from the tree they are feeding on. The defoliation and associated cocoons can begin to show up in June or July but may not be obvious until later in the summer when significant defoliation has occurred, and the cocoons are quite large and numerous.
