International proposals can be funded by a variety of sponsors including:
-U. S. Agency for International Development (USAID)
-Foreign Governments
-Any other sponsors (including State, Federal, Instustrial and Foundations) where there is a considerable international component
**If in doubt about whether or not it should be handled as an international proposal, contact the International Sponsored Programs Administrator in the Ag Field Office
Proposals should be budgeted with the full appropriate University F&A rate unless one of the following exceptions apply:
-An F&A waiver has been approved
-The RFP/RFA or sponsor guidelines limit the F&A that can be recovered
International projects do not allow pre-award costs unless specifically approved in the RFP/RFA
Foreign travel should be explained in the budget justification. Many sponsors require written approval unless the specific trip was listed in the budget and justification. Other sponsors require approval of all foreign travel, even though it was listed in the proposal
If proposal must be mailed overseas, allow extra time for delivery. The general rule is that the proposal must be mailed at least 5 working days before the deadline to ensure timely delivery
