Mike Dolan

Mike Dolan is Senior Vice President of Legal and Strategic Programs at the Linux Foundation, where he supports open source projects, research, standards, and legal programs. He has helped form and launch hundreds of open source and open standards projects across networking, cloud, AI/ML, security, and other technology segments, helped the Linux Foundation grow into one of the world’s largest standards development organizations, and extended its open collaboration model into new domains, including open data through the Overture Maps Foundation.

On security, Mike supported the launch of the Open Source Security Foundation (OpenSSF) and, most recently, Akrites, a coordinated industry effort launched in 2026 that establishes a shared Security Incident Response Team and a standardized coordinated vulnerability disclosure process to defend critical open source software against AI-enabled threats. The Linux Foundation’s programs have also produced SPDX (ISO/IEC5962), the international standard behind Software Bills of Materials, and OpenChain (ISO/IEC5230), the international standard for open source license compliance.

Mike also leads the Foundation’s public policy work, including engagement on the EU Cyber Resilience Act and with government stakeholders in the United States, Europe, and Asia, and oversees the Foundation’s legal affairs. Before joining the Linux Foundation, he spent nine years at IBM across systems, services, and software. He holds a master’s degree in cybersecurity from Harvard University Extension School, a J.D. from Cleveland State University, an M.B.A. from Case Western Reserve University, and a B.S. in economics from John Carroll University. He is a member of the Ohio State Bar Association.
