Janice deGarmo

Chief Global Engagement Officer, Krach Institute for Diplomacy, Purdue University

Janice deGarmo is a Washington, DC-based executive with deep public sector and technology expertise. She was the inaugural Chief Operating Officer for the Krach Institute for Tech Diplomacy at Purdue (KITDP), and now serves as Chief Global Engagement Officer, where she works to advance, secure, and expand the adoption of trusted technology through education, strategic solutions, and global action networks.

Before KITDP, Janice spent 18 years at the US Department of State leading business transformation, most recently as Director of the Office of Management Strategy and Solutions. She built a 250-person team of data scientists, analytics professionals, and change management professionals to drive modernization initiatives tied to the Secretary’s agenda — spanning global presence and agility across 250+ embassies and consulates, operations optimization, risk management, sustainability, and enterprise data management. She founded the Department’s Center for Analytics and served as its first Acting Chief Data Officer, embedding data-driven decision-making into foreign policy and national security work.

Janice also led digital transformation as Executive Director to the Department’s Chief Information Officer and Chief Administrative Officer, overseeing tech transformation initiatives, global application development, finance, and strategic planning. Earlier in her career, she was a senior advisor and analyst at the Bureau of Labor Statistics, advising on economic indicators and insights for the US global economy.

Her honors include the Global Data Power Women Award (2021) and a Women Inspire Award (2023). She currently sits on the board of fp21, a think tank focused on evidence-based U.S. foreign policy. Janice holds an MBA from the University of Maryland and a BS in Economics and Business from Tulane. She lives in Washington, DC with her husband and two children.
