RFP FAQs

  1. What is an RFP?
    • An RFP, or request for proposals, allows third-party vendors to examine existing conditions and goals, then submit proposals that outline how they believe they can make improvements and offer solutions.
    • The entity that issues an RFP can then compare the submissions, evaluate viability and long-term value, and make data-driven decisions.
    • An RFP is an exploratory process to gather ideas, and there is no obligation to accept any of the proposals that are received.

  2. Why is Purdue issuing an RFP?
    • Purdue University has experienced a 15% increase in enrollment over the last five years, indicating a robust demand for an affordable and high-quality education. This rise in enrollment has led to an increased demand for parking, which has put additional strain on the current parking infrastructure and highlights the necessity for thoughtful, long-term planning. Purdue is exploring whether partnering with a qualified parking operator on the West Lafayette campus could improve operations, infrastructure and the overall customer experience.
    • The RFP investigates how to best address current conditions, including:
      • Aging parking garages that require maintenance, repairs or replacement and how to fund those needs
      • Technologies used for permit sales, payments, garage gate systems, etc.
      • Increased parking demand due to enrollment growth
      • Resource, program and enforcement management

  3. When will a decision be made?
    • The RFP process includes several required steps and naturally takes time to ensure thoroughness, transparency and ultimately a favorable outcome for the university and campus community. 
    • After proposals are received, Purdue will carefully review and evaluate each one, sharing key findings and gathering broader input to inform the decision.
    • Purdue will determine whether to move forward with a proposal, adjust the approach or pause the process altogether.
