Business Management Glacier Admin for Non-Payroll Paid Foreign Persons

The Central Tax Department assigns access to Glacier for specific business office personnel. This access provides the ability to send the Glacier link to non-payroll paid foreign persons i.e., visitors, visiting scholars, students receiving awards or prizes, etc. The Central Tax Department sends Glacier emails to employees and fellows paid through payroll.

Please note:  Because Central Tax Staff sends the Glacier email to ALL Purdue employees and fellows paid through payroll, Employment Center staff should not send the Glacier emails to employees.

  • The Glacier email link is sent 5-7 business days after the employee submits the New Hire Wizard forms.
  • Re-hired employees do not receive a new email or notification to update their account; the re-hired employee (or person) with an existing account from a prior payment can still access the existing Purdue Glacier account.
  • A person should only have one Purdue Glacier account.

Purdue uses the Glacier software to collect the required information for Purdue payments to all international persons who come to the United States (U.S.), and who will receive a payment (any kind). 

From the person’s direct entries, it determines tax residency, correct tax withholding and reporting, any treaty benefits and forms, 1042-S tax form distribution, and nonresident tax preparation for NRAs.

Purdue’s Glacier database is just for Purdue payees, foreign persons or foreign companies. It does not cross over to another account a person has at another institution.

Any person (or company not based in the U.S.) who is not a U.S. Citizen or Lawful Permanent Resident (PR card) is a foreign person, regardless of how long the person has been in the United States.

This is a limited access security role to set up international persons with a Glacier account. You will just need the person’s name and valid email to send the Glacier link to the person.

  • PUID is not needed; the person can fill that in, if applicable.
Once entered, the Glacier System will send an email to the person. The email explains the setup for the person, then further instructions for submission of paperwork.

 

As an administrator, you will also receive an email confirming the email was sent to the person.

No. A person does not need an SSN or ITIN to receive a payment in the United States. 
The payee enters his/her visa or other immigration status, address, country of origin, type of payment, any U.S. Tax ID, etc. into the software screens.

A Purdue staff member in a Business Office or EOBOC area where payments are made to:

  • International Students receiving payments in the Financial Aid office (Scholarship Universe),  
  • International Visiting Scholars or students
  • International Consultants, Artists, Performers or Visitors getting any payment (even reimbursements) for a US visit
  • International persons, even outside the US, receiving a royalty payment

To set a person up as a Glacier Admin, the Purdue staff member’s supervisor needs to send the following information for the Admin request for the Purdue staff member to tax@purdue.edu:
