A meeting of the Physical Facilities Committee of the Board of Trustees convened at 9:22 a.m. on Friday, October 2, 2020, at Purdue Polytechnic High School Englewood, located at 3029 E. Washington Street in Indianapolis. In adherence to the Protect Purdue policies amid the ongoing COVID-19 pandemic, everyone in the room was wearing a mask and restrictions were placed on the number of visitors in the room. Members of the media and the public who wished to observe the meeting virtually were provided such instructions.
All members of the committee were present in person: Gary Lehman, chair; Sonny Beck; Theresa Carter; Michael Klipsch; and Noah Scott. All other trustees were present: Michael Berghoff; JoAnn Brouillette (virtually); Vanessa Castagna; Malcolm DeKryger; and Don Thompson.
Officers and administrators in attendance were: Mitch Daniels, president; Jay Akridge, provost and executive vice president for academic affairs and diversity; Chris Ruhl, chief financial officer and treasurer; Jim Almond, senior vice president, assistant treasurer, and assistant secretary; Steve Schultz, general counsel; Janice Indrutz, corporate secretary and senior executive assistant to the Board; and Ron Elsenbaumer, chancellor, Purdue University Fort Wayne (virtually).
I. APPROVAL OF MINUTES
Upon proper motion duly made and seconded, the Physical Facilities Committee voted unanimously to approve the minutes of its August 7, 2020, meeting and September 9, 2020, executive session.
II. APPROVAL TO PLAN, FINANCE, CONSTRUCT AND AWARD CONSTRUCTION CONTRACTS FOR THE WILDLIFE AREA ANIMAL CARE BUILDING
Mr. Michael Cline, senior vice president for administrative operations, respectfully requested the Committee’s approval to plan, finance, construct and award construction contracts for the Wildlife Area Animal Care Building. He informed the Committee that the project consisted of constructing a new, 4,750 square foot facility consisting of laboratory space and animal care rooms for teaching and research, and he said the new facility would ensure that Purdue remained competitive when applying for federal research funding by meeting strict federal guidelines for animal care. Mr. Cline estimated the project budget to be $2,700,000, with construction to take place from April 2021 – January 2022.
In response to a question from Trustee DeKryger, Dr. Karen Plaut, dean of the College of Agriculture, explained that the HVAC system in the existing building was not reliable, which, she said, had started the discussion about rebuilding the facility to ensure proper care of the animals. Upon proper motion duly made and seconded, the Physical Facilities Committee voted unanimously to approve the project. Supporting materials were filed with the minutes.
