Proposal Development Resources
The resources below are designed to help you put together a complete proposal to minimize potential delays in the review process. Be sure to check our Proposal Review Resources for more information on proposal review criteria.

Key terms used in academic proposals — including credit minimums or maximums for curricula — can be found in the Data Cookbook. Use the search bar or go to the Academic Proposals Collection.
Writing Course and Program Outcomes
Incomplete and non-specific outcomes are common reasons for delays or roll backs in the review process, especially for courses. On-demand resources curated by the Center for Instructional Excellence (CIE) are available below:
- Verb List for Outcomes – Cognitive Domain (Purdue account required)
- Videos: Learning Outcomes Intro (45 seconds) and Learning Outcomes II (90 seconds)
- Want more? Excerpt from Teaching@Purdue on Outcomes and Objectives (Purdue account required)
For additional help, consider a consultation from the Center for Instructional Excellence (CIE).
Choosing or Changing a CIP Code
The Classification of Instructional Programs (CIP) provides a taxonomic scheme that supports the accurate tracking and reporting of fields of study and program completions activity. General guidance on selecting a CIP code can be found on the National Center for Education Statistics FAQ page. Lists of existing curricula and their assigned CIP can be found on the Office of the Registrar Active Curriculum Reports website. Please contact curriculum@purdue.edu for a custom consultation.
Peer Benchmarking: Job Outlook and Competitor Program information
Peer benchmarking services from IDA+A can provide helpful information on competitor programs and labor market evidence to support your proposal. The searches use Classification of Instructional Programs (CIP) information.
New Degree proposals require evidence of labor market need and information on similar programs at other institutions. Please use the Project Request Form to initiate a peer benchmarking report. If you do not know the CIP code, this consultation is still available.
Custom Consultation
Some revised curricula may have more complex considerations. For significant revisions and guidance on the best route for your proposal, please contact Catherine Golden at cagolden@purdue.edu in the Office of the Provost for help.
