University policy update

The Executive Policy Review Group took action recently on the following policies, which are effective today (Jan. 29).
* Campus Security and Crime Statistics (IV.A.2): Revisions to the policy bring it into alignment with new federal regulations and separate the procedures from the policy.
* Scholarship Awarding and Administration (II.D.2): This policy was reformatted into the new template and updated to reflect current practices.
* Political Activities (III.B.4): This policy supersedes Executive Memorandum B-4 on the same topic. References to other policies and forms have been updated and language regarding exclusions has been added to clarify the originally intended scope of the policy.
