The legal process of hosting an International Scholar/Staff Person creates a burden for the University both under law and administratively. Hosts are responsible for sharing in the management of that administrative and legal burden.
Hosts must be fulltime University employees. Visiting Scholars, individuals with courtesy appointments, graduate students, postdoctoral employees, and visiting faculty are not eligible to serve as Hosts. Incoming new Purdue employees may not serve as hosts until they are in active fulltime employment. If an incoming candidate wants to facilitate appointments for others prior to the candidate's own arrival at Purdue, the candidate must collaborate with an existing fulltime member of the department, who will be respoonsible for being the primary contact for ISS and PISA, completing and submitting MyISS information and documents, and hosting the invited individuals in the absence of the candidate.
The policies and procedures of Purdue’s Export Controls Office are a significant resource for Host Units with respect to the presence and activities of International Scholars/Staff Members at the University. Hosts and Host Units are responsible for understanding and complying with Export Controls Office policies and procedures.
Responsibilities of Hosts
Hosts must review, understand and comply with International Scholar Services policies and procedures.
As part of each International Scholar Services Request, Hosts must Attest that they understand and agree to their Host responsibilities. Hosts must comply with all such Attestations. Failure to comply with Attestations may result in losing permission to host International Scholars/Staff Members in future.
Additional Responsibilities of Hosts of International Visiting Scholars
Hosts must regularly meet with, assist, and mentor, their Sponsored International Visiting Scholars. If a Host anticipates being absent from the University during an International Visiting Scholar appointment, they must make alternative arrangements for continued meetings and assistance in their absence.
International Scholar Services may, from time to time, ask Hosts to complete evaluations of Sponsored International Visiting Scholars. This may arise during a Visiting Scholar appointment or at its conclusion. Hosts will timely submit all such evaluations.
Hosts are responsible for monitoring the presence of International Visiting Scholars — on the University campus and while using University facilities — to ensure the International Visiting Scholar’s compliance with University policies and procedures.
Consequences
The following are considered to be Host Failures-
Engaging in a pattern of egregious non-compliance with these policies and procedures such that it places under risk (i) the University’s responsibilities under law; (ii) the lawful presence of the Sponsored International Scholar / Staff member, or their ability to maintain their visa status; and/or (iii) the ability of the International Scholar Services team to fulfil their responsibilities to the University
Engaging in a pattern of egregiously disrespectful behaviors towards the office or team members of International Scholar Services, or
Developing a history or pattern of failed scholarly appointments or employment
International Scholar Services will monitor and evaluate Hosts and Hiring Units with the goal of identifying and intervening in situations where a pattern of Host Failures appears to be developing. International Scholar Services will base its judgment on the totality of circumstances, including the number, frequency and severity of instances, and not merely on a purely mathematical count of occurrences.
If International Scholar Services determines that a Host or Host Unit exhibits a pattern of Host Failures, it may, at its discretion:
Report to and discuss the situation with the Unit Head, academic dean, relevant Human Resources office(s), Office of Institutional Equity, Office of the Provost, Office of Legal Counsel, and/or other University offices as appropriate for the situation
Re-assign current Sponsored International Visiting Scholar(s) to the Unit Head, for further re-assignment within the Host Unit as the Unit Head directs
Permit continued hosting of Sponsored International Visiting Scholar(s) provided the Host is paired with and mentored by a colleague within the same Unit who agrees to support and assist the Host in their responsibilities, or
Bar the Host from hosting Sponsored International Visiting Scholars, either temporarily or indefinitely.
