How ISS Fees Are Charged

ISS Fees are debited from Departmental Accounts via Purdue's iLab system. The recharge rate invoiced to the Requestor is the recharge rate in effect at the time of iLab processingpursuant to instructions from Finance.

It is unallowable for 2025-2026 rates to be utilized after the end of the 2025-2026 fiscal year. Therefore:

  • Requests received during May 2026 will be processed as explained below (in the next Accordion row), based on the Request type. 
  • Requests received during the calendar month of June 2026 will be charged on or after July 1 at the 2026-2027 ISS Fee Rates.
  • Intakes must be fully complete and include an Account number to be considered a "received" Request, and must be signed by a member of the Business Office with $25,000 signing authority (or higher). Signatures may be digital or wet, but may not be "typed" names

 

When will the ISS Fee be Charged / Invoiced through iLabs

Please see the notes below about when iLab processing will occur.

  • J-1 Requests: 
    • J-1 Requests may be submitted
      • For New Scholars: Not more than 6 months prior to the date of appointment start
      • For extensions of J programs already underway at Purdue: not more than 90 days prior to the current DS-2019 end date / appointment end date.
    • The invoice is submitted to iLabs after 1 full calendar month from (1) screening approval by RSEC, or (2) if RSEC screening is not required, initiation of the immigration eforms in MyISS by PISA
  • H-1B, E-3, TN and O-1 Work Visa Requests: 
    • Work Visas may be requested
      • For New employees/faculty: Not more than 9 months prior to the appointment/employment start date
      • For Extensions of work visas currently unexpired: Not more than 6 months prior to the appointment/employment start date
    • The invoice is submitted to iLabs after 1 full calendar month from the date the case is initiated in MyISS. 
  • Permanent Residence requests:
    • A fully completed, fully signed "All PR" Intake, including Account Number, must be received to initiate permanent residence assessment
      • Upon receipt of the Department’s Request, ISS will transmit email(s) with eform requests for documents and information. The Department’s request will be evaluated only once all documents, information and eforms are submitted and reviewed
      • ISS then will advise the Department whether it’s request is viable or whether another process is recommended. 
      • The ISS Fee will be levied only once the specific permanent residence process is confirmed as viable by ISS and approved by the Department. The invoice is submitted to iLabs after 1 full calendar month following (1) submission of the Form 9141 Request, for Staff, Special Handling, or ReSelection processes, or (2) assignment of the case to outside counsel, for EB-1B, NIW or O-1 processes. 
  • Deferred Appointments:
    • Intakes for faculty with deferred appointments will be
      • Reviewed for completeness
      • Processed for permanent residence as described above
      • Will not be processed for Work Visa purposes until the deadlines listed above (6 - 9 months prior to the appointment start date)

 

B-1 Visitors / Visiting Scholars Utilizing OPT/CPT or other self-sponsored work permits

There is no charge for these services. 

As a reminder, all B-1 Visitors who require a Purdue letter to support consular processing / admission must be processed through PISA for screening and issuance of the Purdue-approved visitor invitation. See our website for more information. 

Visiting Scholars utilizing F-1 Curricular Practical Training (CPT), F-1 Optional Practical Training (OPT), or any other self-sponsored Employment Authorization Document (EAD) to authorize their activities, must be processed through PISA for screening and issuance of the Purdue-approved visiting scholar invitation.   • Permanent residence comprises four steps with two different government agencies. The above costs represent Purdue's burden within that process
  • The first two filings are with the US Department of Labor, who does not yet levy a filing fee.
  • Purdue policy does not allow permanent residence for staff to begin until they have been employed within the department for one year. For AY positions, the minimum timeframe is 1 AY year; for FY positions, the minimum time is 1 FY year. ISS also recommends that there is at least one performance evaluation prior to commencement of permanent residence. 
  • Government processing for this category is extremely slow. We strongly recommend supervisors begin this process promptly after the employee has completed their first year of employment in the position.
  • The individual employee is responsible for the final step in the permanent residence process - the Form I-485 Application to Adjust Status - for the employee themselves and each accompanying family member. Purdue policy prohibits Departments from directly paying the costs of adjustment of status. Because the adjustment application is personal, International Scholar Services does not support these applications.

Rush Fee
ISS will impose a "rush" fee of $250 in those cases where departmental inattention causes the request to be submitted to ISS-PISA with less than the default timeline available (For J-1, E-3 and TN requests: 3 months; for H-1B/O-1 requests: 6 months). Examples of situations involving departmental delay include failure by business offices to timely issue offers, including offer extensions, or failures by host/hiring managers to timely submit requests. A Rush fee will not be charged where the delay is due to grant limits/approvals, slowness of recruitment searches or other sources of delay that are outside the control of the requesting department.
Consultation Fee (hourly)

ISS is frequently called upon to provide guidance in situations that do not result in a request for an ISS service. Examples include creative faculty hires, proposals for concurrent employment by Purdue and other organizations/agencies, or engagement by Purdue faculty/staff/postdocs/scholars in entrepreneurial endeavors. A Consultation Fee of $250/hour will be levied in situations where

  • The conclusion of such research/work is that an ISS Service is not feasible (and thus no other ISS fee would be collected) and/or
  • The research and undertaking required significant or unusual ISS preparation / research. Advance notice of the Consultation Fee will be required

International Scholar Services charges fees for each sponsored immigration service we offer. The same fee is charged for each request, regardless of whether it is a first request, or it is a request for an extension. In addition, certain services might involve the payment of government fees.

ISS Fees (recharge rates) are subject to adjustment every year. Rates are finalized in April of each year and are posted each May.
