Residence Hall Safety Rules

Rules for Youth

ALL YOUTH MUST ALSO FOLLOW THE ADULT ADVISOR RULES.

1. All youth attendees must comply with all applicable federal, state and local laws and all University statutes and regulations while on campus.
2. Every youth (under 18 years of age) unaccompanied by a parent must have in possession prior to check-in a medical release for hospital treatment or treatment by a physician signed by one of the attendee’s parents or legal guardians.
3. The Program Director is responsible for all damages caused by youth attendees. If damages occur, the Program Director and/or their designated staff will be given the opportunity to confirm them prior to departure. Purdue also will provide information concerning the location of damage(s) and if possible the date and time of the damages. The youth or their parent/legal guardians may be asked to pay the conference residence hall for any damage caused by the youth.
4. All emergency medical procedures must be clearly defined for staff and youth attendees in advance of your conference. A copy of these procedures must be submitted upon check-in to the Clerk for the residence in which your group is living.
5. The Program Director is responsible for maintaining the medical release forms. At check-in, the Program Director will give University Residences staff the name of the person holding the medical release form.
6. It is essential to define and enforce a set of behavior standards for youth attendees that are clear and explicit. The standards must include:
   1. All youth attendees must be in their assigned University Residence Hall no later than 11:00 p.m. and in their assigned room no later than 12:00 midnight. Exceptions to the above timeline must be arranged with University Residences before behavior standards are finalized. Individual groups can be more restrictive in setting hours. The enforcement of these hours is the responsibility of the sponsoring organization. University Residences’ staff will conduct nightly rounds, and if any issues arise, they will promptly notify the program’s designated emergency contact.
   2. Quiet hours (which may be established by the Chairperson) should begin no earlier than 7:00 p.m. and end no earlier than 7:00 a.m. Courtesy times are in effect 24 hours a day.
   3. Visitation standards prohibit co-educational visitation in youth attendees’ rooms unless a group representative has made special arrangements with University Residences in advance of the groups’s arrival on the campus.
   4. Behavior conditions under which youth attendees must leave the hall.
   5. Standards of care regarding our facilities: Attendees are responsible for taking care of their assigned living space. A clean facility is important to promote a healthy environment.
   6. Proper behavior at mealtime in all dining locations and at all times when in University Residences’ facilities.
   7. Staff-to-youth supervision in dining locations must follow University Residences’ and Youth Protection’s chaperone guidelines: one staff member (age 18 or older) is required for every 10 youth ages 15-18, every 8 youth ages 9-14, and every 6 youth ages 7-8.
   8. Instructions for youth and staff to cooperate with requests from University Residences staff in the performance of their responsibilities and duties.
   9. It is the responsibility of the Program Director to clearly articulate and outline these expectations to the youth attendees prior to the program check-in.
   10. A copy of these standards must be submitted to the Assoicate Director of Summer Residential and Dining Programs at least 10 business days prior to the group’s arrival on the campus.
7. A method by which each youth can be immediately identified as an attendee of the conference must be provided (for example: a T-shirt or a nametag). All youth attendees are required to wear or carry the identification at all times while in University Residences and while on campus.
8. Live-in staff must be provided at a ratio of at least one live-in staff for every 10 youth ages 15-18, every 8 youth ages 9-14, and every 6 youth ages 6-8. At least one staff member representative of the genders of the participants must be on duty at all times. Adequate training and orientation for staff must be provided. A meeting with the Program Director, staff, and a housing representative is required upon arrival and prior to checking in to University Residences. The duties of staff shall be clearly and explicitly defined. Minimum duties must include:
   1. Knowing youth to the extent that they can be identified and called by name, assisting them with problem-solving and accounting for their presence, health, and safety at various intervals during the day.
   2. Enforcing your program rules and the terms stated in this agreement.
   3. Reporting all incidents as identified by a CSA representative.
   4. Overnight programs must have staff members awake and actively on duty making rounds throughout the night.
9. A copy of instructions for the conference staff must be provided to University Residences at least 10 business days prior to the scheduled check-in date.
10. University Residences reserves the right to dismiss or remove (ask to leave) all youth participants, adult participants and adult chaperones any behavioral concern deemed inappropriate or in violation of these Regulations.

NOTE: Please bring a copy of the behavior standards, instructions and procedures with you to the planning meeting with the University Residences staff.

Adult Advisor Expectations

1. Adult advisors are expected to supervise youth at all times. This includes the dining courts, restrooms, and all interior and exterior residence hall areas. Overnight programs must have staff members awake and actively on duty making rounds throughout the night.
2. ALCOHOL — Alcohol is not permitted in University Residences. This includes possessing, consuming, transporting, distribution or being in the presence of alcohol.
3. DRUGS — The Purdue University Residences policy toward illicit drugs is one of ZERO TOLERANCE. Drugs that fall into this category include but are not limited to the following: marijuana, hashish, hash oil, cocaine, crack, LSD, inhalants, stimulants, depressants, hallucinogens, narcotics, designer drugs, anabolic steroids, abused prescription and over-the-counter drugs, and other misused substances. Attendees and guests are prohibited from possessing, consuming, transporting, dealing, trafficking or being in the presence of the aforementioned substances. Conference attendees and guests are also prohibited from possessing paraphernalia, such as bongs, rolling papers, deseeding trays, roach clips, one-hitters, etc. Anyone found in violation of this policy is subject to termination of the housing contract, University discipline and possible arrest, imprisonment or fine according to state and federal laws.
4. FIREARMS AND WEAPONS — The Purdue University Residences policy toward weapons is one of ZERO TOLERANCE. Weapons that fall into this category include but are not limited to the following: handguns, rifles, shotguns, BB guns, pellet guns, darts, bows and arrows, knives, martial arts implements, fireworks, explosives, other materials used to create an explosive, and instruments that may not normally be considered as weapons but are used in a manner that threatens the health or safety of any individual. Anyone found in violation of this policy is subject to termination of the housing contract, University disciplinary action and possible arrest, imprisonment or fine according to state and federal laws. 
5. GAMBLING — is not permitted in University Residences.
6. SMOKING — In accordance with the University policy, smoking, including the use of e-cigarettes or personal vaporizing instruments, is prohibited in University Residences.
7. Adult advisors are expected to maintain orderly and respectful behavior of their youth group so other individuals or groups dining or residing in the hall are not disturbed or disrupted.
8. Adult advisors are expected to deter behavior that may cause personal injury or physical damage to University property. Adult advisors must report any damage to residence hall property to residence hall staff immediately. A damage charge will be assessed to the individual or progam.
9. Keep physical or recreational activities in outside areas.
10. Monitor group activities and supervise clean-up of work areas.
11. Enforce curfew and “lights out” rules, if applicable.
12. Do room checks, which includes strict enforcement of not removing furniture from the room or screens being removed from the windows.
13. Deter roommate switching. All room changes must be approved by University Residences staff.
14. Counsel youth as roommate conflicts occur.
15. Enforce the rule that food and drinks are only allowed in designated areas.
16. Help move youth to designated safe areas in the event of an emergency.
17. In accordance with Indiana law and University policy, anyone 18 years or older is required to report known or suspected child abuse or neglect to local law enforcement or Child Protective Services. University Residences requires that known or suspected child abuse or neglect be reported to the Purdue University Police Department.
18. Adult advisors must complete youth safety training and have a certificate of completion on file with the chairperson. Any staff not employed by Purdue must visit operating procedures for programs involving minors to determine how to receive certification.
19. University Residences reserves the right to evaluate the behavior of all youth participants, adult participants, and adult chaperones and dismiss them for any behavioral concern at the sole discretion of University Residences.
