Financial Conflict of Interest (FCOI) Training Requirements
FCOI Training requirement for PHS/NIH and DOE Investigators
Purdue offers the online Conflict of Interest (COI) training through the Collaborative Institutional Training Initiative (CITI) Program. All investigators participating in research sponsored by PHS or PHS-like agencies (i.e., agencies that have adopted PHS-like FCOI Regulations) are required to complete and then update their FCOI Training every four years. Researchers with FCOI Management Plans (regardless of sponsor/s) are also required to complete the FCOI Training requirement at least once during their employment at Purdue.
Once taken, the training is valid for four years. Refresher COI Courses are available for retraining purposes. Instructional materials are offered in audio/visual and classic formats. At the end of the course, trainees must take a short quiz and earn a cumulative score of 80% to pass and complete a course. COI curriculum can be completed in single or multiple log in sessions.
The steps to register and access the course are as follows:
- Visit https://www.citiprogram.org/?pageID=668
- Type "Purdue University" or select it from the list of SSO-enabled organizations and log in using your Purdue Career Account credentials (Boiler key required)
- Click on "View Courses" for Purdue University
- Scroll down and Click on "Add a Course"

- Click on "Start Now" to enter the COI course
- Trainees can access their Training Records and Completion Reports through the "My Records" tab on the top of the CITI page
- COI training records will be automatically updated in the Purdue researcher training database within 24 hours of the training completion.
Purdue will continue to accept evidence of FCOI training for PHS/NIH Investigators through completion of the PHS/NIH FCOI training tutorial (please see additional guidance below).
FCOI Training requirement for Investigators on projects sponsored by PHS/NIH
All Investigators participating in research sponsored by PHS or PHS-like agencies (i.e., agencies that have adopted PHS-like FCOI Regulations) must have a completed, up-to-date FCOI Training. Purdue Investigators with incomplete or out-of-date FCOI Training are required to complete the NIH FCOI Training Tutorial. Upon completion, each Investigator should generate a Certificate of Completion, insert their full name and date of completion, and then send a copy of this Certificate to fcoi@purdue.edu. Investigators who have not completed or updated their FCOI Training will not be able to participate in PHS/NIH or PHS-like sponsored projects.
FCOI Training requirement for Investigators with FCOI Management Plans
Investigators with FCOI Management Plans, regardless of sponsor(s), are required to complete the FCOI Training tutorial. Upon completion, each Investigator should generate a Certificate of Completion, insert their full name and date of completion, and then send a copy of the Certificate to fcoi@purdue.edu.
