Trustees approve biennial capital request and 10-year plan

WEST LAFAYETTE, Ind. - The Purdue Board of Trustees on Friday (May 16) approved a legislative capital request for fiscal years 2015-17 and a 10-year capital plan for 2015-25.

The legislative capital request is for two projects totaling $60.4 million in state funding at West Lafayette and additional projects totaling $71.2 million in state funding at the regional campuses.

The 10-year plan includes 24 projects totaling $1.2 billion at West Lafayette and 43 projects totaling $1.8 billion system-wide for all funding sources.

"Our approach to both the near-term legislative request and the 10-year plan has three overarching goals," said Ken Sandel, director of physical and capital planning. "We look at renewal through renovation, replacement and repurposing. We leverage private, public and institutional support and partnerships. Additionally, we maximize return on investment by addressing facility deficiencies, reducing deferred repair and rehabilitation, and focusing on environmental and financial sustainability."

Projects included in the near-term legislative capital request are:

* An agricultural and life sciences building to support animal sciences at West Lafayette. This is the third part of a multi-phase program to improve and/or replace outdated life and health sciences facilities, primarily Lilly Hall of Life Sciences. The first phase included construction of Hockmeyer Hall for Structural Biology. The second phase includes space in the soon-to-be-constructed Active Learning Center to replace classroom and library space in Lilly Hall.

The projected cost of the agricultural and life sciences building is $50 million and is requested to be funded by $30 million from state bonding authority, $10 million in gift funds, and $10 million in facility and administrative cost recovery funds.

*  Brown Laboratory of Chemistry renovations at West Lafayette. Nearly 9,000 students annually take lab sections in Brown, making updating the laboratories critical to both the success of the College of Engineering expansion plan and the overall educational plan for the Department of Chemistry. The proposal is to renovate 20 teaching labs for a two-year period and improve the energy profile of the facility.

The projected cost of $30.4 million is requested from state bonding authority.

* An emerging technologies building at Purdue University Calumet. The project will allow for the relocation of the schools of Nursing and Education from Gyte Annex; construction of new Department of Biology offices and research and teaching labs; and creation of a home for PUC centers and institutes. The building, which received planning authorization in 2007, is considered the second-highest priority being taken to the Legislature.

The projected cost is $40.5 million, which includes $2.4 million in planning funds that were authorized in 2007 but are still pending. The project is requested to be funded with state bonding authority.

* South campus renovations at Indiana University-Purdue University Fort Wayne. This will continue renovation of Helmke Library and Kettler Hall. They are the oldest buildings on the south campus and in the greatest need of repair and renovation.

The projected cost of $26.9 million is requested to be funded from state bonding authority.

* Purdue University North Central power plant expansion and replacement. The project will install one new chiller and replace the cooling tower and electrical cabling between the primary transformer and the power plant's secondary transformer.

The projected cost of $3.8 million is requested to be funded from state bonding authority.
