Are we able to treat the connected flanges at B and C in one free body diagram when finding equilibrium torques in the three elements? Thank you for the clarification.

I’m a little confused on what the compatability condition would be. Would Phi_1 = Phi_2 since they are connected to the same location at either end? Or no, since they are not connected to each other?
