New technology from Purdue Research Park-based firm may improve efficiency of processing traffic tickets

MERRILLVILLE, Ind. - A new product created by a firm based at the Purdue Research Park of Northwest Indiana may help municipal, county and state agencies improve the efficiency of processing electronically filed traffic tickets.

Officials from Next Generation Solutions Ltd. are partnering with government officials in Lake County, Indiana, the Judicial Technology and Automation Committee, and Cenifax Management Services Inc. to implement their Open Case Filing Agent (OCFA) technology into the Lake County Court Management System and the Lake County Law Enforcement Record Management System.

"OCFA translates electronic information created and stored by police officers during traffic violations into traffic court case files," said Mark C. Orciuch, president and senior software architect at Next Generation Solutions. "The case files then can be assigned to a specific court, fines can be calculated and court appearances can be scheduled. The vision is to streamline the process so all traffic tickets can be payable online within 24 hours of being issued or sooner."

The concept originated when Orciuch was involved with Cenifax in the development of Lake County's online traffic ticket payment system.

"I witnessed how tedious, error prone and time-consuming the process of manual traffic ticket entry can be," Orciuch said. "There was a real opportunity to completely automate the process of handling traffic tickets from start to finish."

Orciuch and his colleagues at Next Generation Solutions designed OCFA to be flexible due to the complexity and variances of filing rules and ticketing systems and applications.

"OCFA is architected as an open technology that accommodates these complexities and variances through the use of pluggable components and custom strategies," he said. "In the case of Lake County, OCFA e-files traffic tickets generated by two distinct e-ticket writing applications into three distinct record management systems."

Orciuch said the product might evolve and expand due to the flexibility created by its open architecture.

"OCFA may add support for many more e-ticketing applications and court management systems," he said. "As an e-filing integration platform, it also may be extended for e-filing court cases other than traffic."
