Researches the freezing resistance and durability of high-strength concrete. Seeks ways to reduce the pressure when water in concrete alternately freezes and thaws, cracking the concrete. One approach is reducing the water used to mix concrete.

Expert on highway maintenance costs in the United States. Has conducted extensive research on highway, bridge and transportation planning and management nationally and for the state of Indiana, including economics, management, maintenance and financing issues. Has been a consultant to the World Bank on various transportation and infrastructure issues worldwide. Is serving, or has served, as a chairman or member of numerous national committees of the Transportation Research Board and the American Society of Civil Engineers. Is editor-in-chief of the Journal of Transportation Engineering. Has more than 350 technical publications.
