Directs the staff work for the Citizen's Commission for Taxation, which was established by the governor to study tax reform in Indiana. Has published research on property tax assessment, local government economies of scale and state lotteries. Has conducted programs on local income taxes and the state budget.

Is an expert on optimal taxation for economic development. Is a regular contributor to professional journals and makes frequent appearances at legislative hearings and other public forums on topics related to business taxation and economic development. Assistant professor, management Is a certified public accountant. Teaches seminars and courses on federal income taxes, accounting and personal finance. Has won several teaching awards and is president-elect of the Indiana CPA Society. Consults with individuals and small businesses on accounting and taxation issues.
