Purdue Staff Golf League Official Rules

Player Eligibility
  1. Players Defined. Persons eligible to play in the Purdue Staff Golf League include:
    1. staff and faculty members (and their spouses) who are employed by Purdue University (this includes graduate students, but not undergraduates) b) retired Purdue University staff and faculty members and their spouses c) persons not directly employed by the University but with a full or part time employment affiliation with Purdue University. For example, a person sited at or on contract to Purdue but paid by a company or university other than Purdue.
  2. Team Roster. A player can appear on only one team roster. A player can elect to change teams at any time by notifying the league chairman. Teams are not restricted by a roster limitation.
  3. Weekly Participation. All players are restricted to only one match per week. Substitutes must be identified with an "s" on the scorecard and report card.
  4. Final two weeks and Playoff Eligibility. To be eligible for the final two weeks of the regular season, a player must have participated in two or more matches for that team. To be eligible for any playoff matches, a player must have participated in three league matches for that team.
  5. Substitutes have to meet rule A1. If a player is on the roster of one team, they are eligible to play as a sub on another team a maximum of two times. This means a sub can sub for team A twice, and team B twice, etc.
Scheduled Matches, Tardiness & Forfeitures
  1. Course. All play will be on the front nine of the Ackerman Hills Course unless the golf course adjusts the schedule to the back nine of Ackerman or the Kampen Course.
  2. Scheduled Matches. Upon agreement of the team captains, a match may be played at any time prior to the scheduled match. For example, a match for week #3 may be played at any time prior to the original date of the scheduled match in week #3.
  3. Late and No Show Players. Players are expected to be on the first tee five minutes prior to the scheduled tee time. In the event of a late player, all players present shall start at the scheduled time, with the captains agreeing on the compositions of the pairings to allow maximum time for the arrival of the late player. After the threesome leaves the tee, the late player may not join the threesome until the next tee. Once the match has begun, the composition of the opponents must not be changed. A player who arrives late must compete from the highest seeded vacancy on the late player's team.
  4. Players Leaving Early. Should a player need to leave the course before finishing all nine holes, all remaining holes will be scored as double par.

For example, if three members are present, the late player must play from the 4th position regardless of handicap. In a similar fashion, if only two of the team members are present, the late player must play from the 3rd position. If a player is late, he/she will receive the double par maximum on every hole, which he/she does not play. The opponent playing against a no-show player will still compete against the missing player's handicap with a double par for every hole the player does not play. A late or no-show player cannot win holes for the team total, but the opponent is still competing against the no-show player's handicap with a double par on each hole. The score will not count towards the no-show players handicap.

  1. Rain Out. If play is interrupted by the golf course staff calling all players off the course, the match ends (except for Rule B5 below) and the match points are determined by the scores through the last hole completed. If four (4) or fewer holes are completed, players that are present win two (2) points each and each team wins two (2) team points each, assuming the teams have equal numbers of players. For example, if team A has three (3) players and team B has two (2) players, team A wins 2+2+2+4=10 points and team B wins 2+2=4 points. If five (5) or more holes are completed, the match points are determined based on the scores on the holes completed. Players and teams completing less than nine (9) holes are not eligible for low net prizes. Scorecards must be signed and turned in before 9:00pm.
  2. Rain Delay. If play is interrupted by the golf course, which results in players being removed from the course, opposing captains may agree to resume play only on that same day if the course is reopened and the golf course staff agrees the round can be reasonably completed that day. However, if one of the captains has team members with scheduling problems due to the rain delay, that captain can declare the match a Rain Out (see Rule B4 above). Scorecards must be signed and turned in before 9:00pm.
  1. League Handicap System. Player's handicaps will be calculated using a USGA equivalent system in our league management program. After the handicap is computed using these averaged scores, all fractional values are truncated. That is, if a player's handicap is calculated to be 8.96, the listed handicap is 8 not 9. The calculated handicap will be updated weekly. On the first round of league play, or if a player is new to the league, their net score will be calculated at the completion of the round and points will be awarded based on the net score. Following the completion of a player's sixth round, the computer system will automatically drop their highest round and recalculate their handicap based on the other five rounds.
    1. The handicap will be calculated using the following formula: (Sum of AGS-Sum of Par)/Number of Rounds Used * Percent Multiplier
      1. Percent Multiplier is 0.90.
  2. Maximum Handicap. There will be no maximum handicap with the addition of the Double Par limit on each hole.
  3. Pairings by handicap. The lowest handicap player from each team will play each other, with the remaining players paired in like manner for positions 2, 3, and 4. It is suggested that the first foursome contain #1 and #3 ranked players, and the second foursome contain #2 and #4 ranked players. This rule will not apply when a late player joins a match in progress. Hole handicap order is from the white tees for all players.
  4. Players Without Handicap. Any player without an established handicap will be ranked as the #4 player. If two such players are present, they will be ranked as the #3 and #4 players.
  5. Handicaps. Each player's handicap is calculated weekly throughout the regular season. Player's handicaps will be frozen throughout the playoffs and all players will utilize their established handicap from the final week of the regular season. Women golfers and men 70 years of age and older may play from the forward (silver) tees. Handicaps must be established from forward tees and the golfer must then play from the forward tees the entire season. Normal tees are gold on Ackerman and gold on Kampen. Forward tees are white on Ackerman and silver on Kampen.
Points and Winners
  1. Points. In each two-some, players will compete for medal (low net score) and match (holes won) points. Two (2) points are awarded for winning the medal play or one (1) point each if the score is tied for medal play. Two (2) points are awarded for winning the match play or one (1) point each if tied. Two (2) points are awarded to the team with the low team net score or one (1) point each in the event of a tie. Two (2) points are awarded to the team with the most holes won or one (1) point each in the event of a tie on holes won. 20 points are the maximum number of points a team can receive in a match. The sum of points awarded to competing teams is always 20 points, when at least one team fields four players and there is not a ruling based on rule B4 or B5 (Rain-Outs). If a team has only three players, the maximum number of points that team can receive are 16 points.
  2. Winners. The overall league champion will be decided by a single elimination tournament. After completion of the regular season play, the top four teams will compete in a 9-hole single elimination playoff (1 vs. 4 & 2 vs. 3) for the League Championship. The final championship match will be contested between the first round winners. The final championship match will be 9-hole play using the posted handicaps. Should a 10-10 tie occur in any of the above playoff matches, the match will be decided by the gross strokes of the two top seeded players for the 9th hole. If still tied, the scores on the 8th hole, then the 7th hole, and so on will be used to decide the tiebreaker. Teams not in the top four will compete in a similar consolation brackets.
  3. Disagreements. Any questions regarding rules or handicaps should be referred to the league chairman or on-site staff. Any disputes concerning the outcome of a match must be reported to the league chairman prior to the next match. Otherwise, claims will be considered invalid. The chairman may appoint a person or committee to resolve disagreements.
Playing Rules
  1. USGA Rules. Except where modified by league or course rules, USGA rules apply.
  2. Double Par Limit. There will be a maximum score of "Double Par" on each hole (Par 3= 6, Par 4 = 8, Par 5 = 10). If a player has not holed out prior to "double par" take a eight (8) on the 2nd hole because eight (8) is "double par" on a Par 4.
  3. Fairway and Rough. The ball may be moved by the club face a distance of 6 inches while in the fairway. The ball shall be played as it lies in the rough or in a hazard. Breaking tree limbs, removing growing plants or weeds or altering the natural surroundings in any way to improve a shot results in a one stroke penalty.
  4. Dropping a ball. The procedure for dropping a ball is to stand erect and drop the ball from knee height. The ball must come to rest within 1 club length of the drop point.
  5. Lost Ball and Out of-Bounds. In the event of a lost ball or a ball hit out-of-bounds, the player will incur a one-stroke penalty. The time limit for search for a lost ball is 2 minutes. Search time begins when the player reaches the vicinity of the lost ball. Out of bounds are marked by white stakes. In order not to delay play, in case of a ball hit out of bounds or a lost ball, USGA Rule 27 is modified so there is no distance penalty and no provisional ball procedure. In the event of a lost ball, the player will receive a one (1) stroke penalty and has the following option(s):
  • Play the ball as near as possible to the spot from which both players agree the ball should be.

In the event of a ball hit out of bounds the player will receive a one (1) stroke penalty and has the following options:

  • Drop the ball at or near the location where the ball entered out of bounds but not nearer the hole. There is no limit as to how far behind the spot the ball entered out of bounds that the player may go back to hit their next shot.
  1. Water Hazard. In the event of a ball hit into a water hazard, the player will incur a one-stroke penalty and drop the ball at or near the location where the ball entered the water hazard but not nearer the hole. There is no limit as to how far behind the spot the ball entered the hazard that the player may go back to their next shot.
    • Drop Zones: Designated drop zones will be painted with a white circle on par 3 and shall be used if a ball is hit into the hazard no matter where the ball entered the hazard.
  2. Unplayable Lie. If it is agreed by a player and his opponent that a ball cannot be played as it lies due to a natural obstruction, a player may drop the ball within two club lengths of the spot where the ball lay, but no closer to the hole. A penalty of one stroke must be taken.
  3. Unplayable Sand Trap Lie. If it is agreed by a player and his opponent that a player has a poor lie in a sand trap as a result of a foot print or improperly manicured or drained trap, the player may smooth the sand in the trap and drop the ball in the same area of the trap, as agreeable with the opponent. Should a portion of the trap be considered unplayable due to standing water, a player (with the agreement of his opponent) may take relief from that portion of the trap by dropping the ball in the closest playable section of the trap.
  4. Ball Identity. Players should declare or identify their choice of golf ball at the beginning of each match. Switching balls is permitted only at tees and not fairways, rough, or greens. If a player changes golf balls during a match, the player should declare the change to all members of the foursome. Once a ball is in play, should there be any question concerning the identity of a ball, it must be identified in the presence of the opponent according to USGA rules. The penalty for hitting the wrong ball is one stroke.
  5. Putting. The pin must be tended when putting on the green if the player has requested that the pin remain in the hole. There is no penalty for striking an unattended pin or another ball on the green if the shot was played from off the green. The fringe is not part of the green.

Players are encouraged to putt out; that is, when a player putts, he may continue to putt until the ball is holed, particularly if the next putt is less than two feet. An opponent may concede short putts.

  1. Speed of Play. Playing at a good pace adds to the enjoyment of our league. Please use the following guidelines to maintain an efficient pace while also maintaining the etiquette of golf.
    • 9-holes can be played in 2 hours and 15 minutes (15 min/hole)
    • Play ready golf
    • Do not linger on the greens
    • Assist all players in your group in locating their ball
    • Limit the search of lost balls to 2 minutes
    • Take 2 or 3 clubs with you if we are playing cart path only
  2. Distance Measuring Device (DMD). A player may use a DMD as defined by the USGA. It is suggested that players using DMDs, when asked, share their readings with other nearby players.
  1. Reporting Scores. At the conclusion of a match, each foursome should recheck the scores and a team representative should sign the scorecard verifying its accuracy prior to submitting to the intramural staff member on-site. Team name, player names, and opponents should all be legible. The intramural staff member will input the scores into the management software. Scores will be updated on the PSGL website the following day.
  2. Greens. Please leave the green immediately after the last player in the foursome putts out, so the following foursome may hit onto the green without delay.
  3. Staff League Rules. A copy of these staff league rules should be kept in the player's bag for handy reference.
  4. Changes in the Rules. Changes to these Rules must be presented to all Team Captains and approved by a majority vote.
