Purdue System Library Working Group Charge

As a result of the realignment of missions and the designation of Purdue University Fort Wayne, library services will no longer be provided as part of the Indiana University library system and will transition to Purdue Fort Wayne. New library services must be in place by July 1, 2018. This circumstance, along with the unification of Purdue Calumet and Purdue North Central into Purdue Northwest, affords an opportunity to explore the development of a library for the Purdue system, with a tighter integration of the three existing libraries.

To explore the opportunity, this working group will analyze and describe what services and access to resources PFW will lose by leaving the IU Library System and what will need to be provided by the Purdue System Library. This will also be an opportunity to identify what library services and access to resources are needed by PNW. This study is an opportunity to determine if a new model to provide library services for the three Purdue campuses is desirable and viable. At the same time, a timely/seamless transition of Purdue Fort Wayne Library from the Indiana University System Library by July 1, 2018 must be assured. This working group will assess impact on services, information resources, faculty and staff as well as expanded collaboration and coordination among the three campuses.

Would a more integrated library system would be beneficial to all students, staff and faculty of Purdue University, accomplished by increasing access to collections/materials and services, with concurrent cost savings through bargaining leverage and other economies? Would the Purdue System Library bring the Libraries faculty and staff on the three campuses into more contact to assure latest developments in the profession are known and shared throughout the Purdue System Library?

Potential benefits of such a system library might include improved service to faculty, staff, and students; expanded offerings of collections/materials; and cost savings through leverage from enhanced group purchasing opportunities and utilization of common computer system applications, among other potential economies.

The Purdue System Library Working Group is asked to explore the following points:

  • What are the services that PFW will be losing by leaving the IU Library System? What are the services or information resources that PFW needs from West Lafayette or PNW?
  • What services or relationships are needed that would improve library services at PNW?
  • What are the potential benefits of such a system structure in terms of enhanced services, broader access to collections, potential cost savings, and other benefits?
  • Are there any perceived disadvantages or costs to operating as a system library? How might these issues be managed if the system library is launched?
  • What is the desirable library management system, e.g., Ex Libris? How can it be configured to provide easy and equitable access to information resources throughout the Purdue System Library?
  • Is access to all on-line resources required across the Purdue System Library, that is, is the need for access the same on all three campuses? If so, what are the cost implications? What are the staffing implications? How can library faculty and staff benefit from the Purdue System Library?

After the data is provided to answer these questions, the larger more inclusive questions follow:

  • What would a system library look like in terms of organizational structure; shared services, IT backbone, and campus responsibilities etc.? If there are multiple options here, please outline the most interesting, viable alternatives.
  • What investments, one-time and recurring, would be necessary to develop the Purdue System Library?
  • How does a steady state budget for the Purdue System Library compare to the current provision of library services (FY18) on the three separate operating budgets for the campuses?
  • If the Purdue System Library is pursued, what would be the timeline for actions and investments? What are the key milestones?

Members of the task force are Rebecca Richardson, Assistant Dean for Collections and Access, and Scott Brandt, Interim Associate Dean for Research, from West Lafayette; Alexis Macklin, Dean, from Purdue Fort Wayne; and Tammy Guerrero, Director of University Libraries, from Purdue Northwest. Rob Wynkoop, Managing Director Procurement Services – West Lafayette, will represent the Office of the Treasurer and Candiss Vibbert, Associate Provost for Special Initiatives, will represent the West Lafayette Provost Office.

The final report is due October 16, 2017, with progress updates due at the start of each month to the West Lafayette Interim Provost. Candiss Vibbert and Alex Macklin will serve as co-chairs for the Working Group.
