{"id":72,"date":"2025-05-01T18:49:23","date_gmt":"2025-05-01T18:49:23","guid":{"rendered":"https:\/\/www.purdue.edu\/operations\/capital-asset-management\/?page_id=72"},"modified":"2025-12-11T17:12:57","modified_gmt":"2025-12-11T17:12:57","slug":"definitions","status":"publish","type":"page","link":"https:\/\/www.purdue.edu\/operations\/capital-asset-management\/capital-program-planning\/definitions\/","title":{"rendered":"Definitions"},"content":{"rendered":"\n    <div  class=\"purdue-home-diagonal-hero has-gray-background no-diagonal\">\n        <div class=\"section has-padding-top-large has-padding-bottom-large\">\n            <div class=\"purdue-home-diagonal-hero__content\">\n                \n                                                        <h1 class=\"second-level-page-heading purdue-home-diagonal-hero__header\">Capital Project Definitions<\/h1>\n                \n                                    <div class=\"purdue-home-diagonal-hero__subtext\">\n\n                        \n<p class=\"wp-block-paragraph\"><\/p>\n\n                    <\/div>\n                \n                            <\/div>\n        <\/div>\n        <div class=\"image\">\n                    <\/div>\n    <\/div>\n\n<div  class=\"section  page-layout-wide\">\n    <div class=\"container\">\n                \n\n<h2 class=\"wp-block-heading\">Project Categories<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Each project is categorized into one of the five major project type buckets:<\/p>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>New Construction (typically&nbsp;\u2265$2M)<\/strong><br><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Design and construction of large-scale new building (or building addition), infrastructure or improvement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong>Major Renovation (typically&nbsp;\u2265$2M)<\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Design and construction of large-scale renovation and reconfiguration of existing facility or infrastructure to meet academic, research, engagement or administrative priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong>Repair and Rehabilitation (can be&nbsp;\u2265$2M)<\/strong><\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Repair, replacement or restoration of a space, system or component to an appropriate level of condition and functionality, small-scale renovation and new construction utilizing&nbsp;<strong>Operating Funds.<\/strong> The vast majority of projects use this bucket unless otherwise directed by Capital Asset Management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong><strong>Utilities (can be&nbsp;\u2265$2M)<\/strong><\/strong><\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">New utility infrastructure or repair or replacement of existing utility infrastructure.&nbsp;UIR (utilities infrastructure reserve) funded work &#8211; Purdue University in West Lafayette utilities only.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong><strong><strong>Master Plan<\/strong><\/strong><\/strong><\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">A dynamic long-term planning exercise that provides a guide for future long-term vision for capital&nbsp;investment needs for an overall unit and not for a specific building or project. Total estimated cost of planned projects plus&nbsp;<strong>Segment Contingency<\/strong>&nbsp;shall not exceed the segment target budget (i.e. no variances or special R&amp;R projects above the target budget are permitted).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong>Segment Contingency<\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Fiscal budget allowance for addressing all R&amp;R\/UIR emerging project needs for a segment outside of the approved project list. Emerging project needs can be one of three types:&nbsp;<strong>Unplanned Break\/Fix<\/strong>,&nbsp;<strong>Overage<\/strong> and&nbsp;<strong>Unplanned Requirement<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong>Unplanned Break\/Fix<\/strong><\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Unforeseen condition requiring project in current fiscal year to maintain function and\/or protect assets or people, e.g. leaky roof, equipment failure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong><strong>Overage<\/strong><\/strong><\/strong><\/strong><\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Unexpected increase in cost above approved project budget to execute required scope.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\"><\/p>\n<\/details>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong><strong><strong><strong><strong><strong>Unplanned Requiremen<\/strong><\/strong><\/strong><\/strong><\/strong>t<\/strong><\/summary>\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:20px\">Unplanned opportunity requiring project or study in current fiscal year to meet strategic needs and appropriately utilize available resources.
