Shipping UPS Small Packages

Purdue University has negotiated rate agreements with FedEx, UPS, and DHL small package services. These rates are applicable for both outbound and inbound small package shipments. For rate quotes on small packages or more information about the small package services please contact the MMDC shipping office at 765-494-7103 or email

Shipping with UPS Domestically

To ship a package with UPS, you need to complete the Form 23 - Domestic, as UPS rarely uses paper domestic air bills.  Items being shipped via UPS must have a Form 23 - Domestic accompany them listing content, shipping address information and a valid account number for recharge or you may process the shipment online. Email to set up online processing of shipments. We strongly recommend that you download the form 23, fill it out and then print it. Please note that Firefox's PDF preview does not support filling out the form fields of this document. Instead, you may need download the form first or use a PDF reader plugin.

General Information

All shipments to be processed through MDS Shipping should be placed at the designated mail delivery/pickup location in the campus building. Campus Mail personnel will pick up and transfer shipments to the shipping room at the scheduled times. "After hours" shipments may be taken to the shipping room in MMDC, located at 700 Ahlers Drive, West Lafayette, no later than 5 p.m.

Are you shipping a capital asset (inventoried Purdue property)? If yes, then a Property off Campus form should be submitted for the asset. With the approval of this form after submission, the declared value for your shipment may be lowered, which will significantly decrease the shipping costs. If it is unclear whether it is a capital asset or not, please contact your business office or the Property Account department at To submit a Property off Campus form, log into the OnePurdue Portal: , Click on Financial Systems, then Property Accounting right below. This will open the Property Account Forms page.  Click on the Property off Campus form.  A pop up box will appear for you to enter the Business Area (40) for WL and your cost center number. Click create and the form will open up. Complete the form and click submit. Once your form has been submitted and approved, please email a copy of the form to the shipping department at or attach a copy of the form to the shipping paperwork for your package.  

If you are planning shipments that contain hazardous materials such as chemicals or dry ice, please contact the Radiological Environmental Management (REM) department in advance. REM will be able to provide you with guidance and/or assistance with these types of shipments so that they are in compliance with Department of Transportation regulations. Certification by REM is a requirement for anyone shipping dry ice shipments with UPS of FedEx. For more information, please visit the REM website.

Export Control regulations are federal laws that restrict the export of specific items, information and software for reasons related to national security. Research items shipped internationally are subject to an Export Control Review. For more information on this review, you can visit the Export Control Office's website. Please be aware that the shipping room reviews all documentation accompanying packages traveling internationally. The purpose of this review is to make sure that the package has the correct amount of copies of the shipping label and customs paperwork, and that the documentation is complete so as to avoid customs delays. Finally, to see if the contents of the package require an export control review. If a review is required, then the shipping room will submit a copy of the paperwork for review. Once documentation has been submitted for review, the package will not be shipped until the review has been completed. This review does take time and can cause a delay of several days before the package can be shipped.
