Background

Research intensive universities such as Purdue have significant equipment and research infrastructure needs. A portion of these needs are met through private (foundations) and public (federal and state) sources. However, a significant need exists to augment these sources with internal funds to fill existing gaps to advance research and scholarship activities at Purdue. This program is designed to support research infrastructure and equipment needs in disciplines not driven by instrument-dependent research. Such non-laboratory disciplines may include, but are not limited to social sciences, humanities, liberal arts, education, management, and libraries. Examples of allowable infrastructure needs include equipment, software, database access, access to special library collections, and other types of research infrastructure that could be applied across multiple research projects.

Eligibility

Eligibility is limited to faculty (research and tenure-track/tenured) on the West Lafayette campus in the following colleges: Liberal Arts, Education, Management, Libraries, and Health and Human Sciences. The research programs in the college of Health and Human Sciences should be in the disciplines of social science, humanities, education or economics to be eligible. Faculty in these and similar disciplines in colleges other than the ones listed above are eligible for this program.

The Non-laboratory Research Infrastructure and Equipment Program is a two tiered program designed to support both small (less than $5,000) and large (up to $20,000) research infrastructure and equipment needs. The Tier 1 program is administered through the offices of the Associate Deans for Research. The Tier 2 program is administered through the Office of the Vice President for Research.

Tier 1 Program

Amount: requests are limited to $5,000 and below

The program is designed to support research efforts of both single investigator and multi-investigator users. The program is not a grants program for individual project support, but a program for resource and equipment acquisition that support a single or multiple projects. Office and instructional computers/equipment are not eligible for this program. See FAQs for additional information. Applications must identify a single Principal Investigator, who must have depleted a majority of start-up funds to be eligible. See FAQs for additional information. An individual may submit only one application as Principal Investigator.

Application and Submission process

Applications for support through the Tier 1 program must be submitted to the college level Associate Dean for Research by 5:00 p.m., Monday, September 22, 2014. Applications can be submitted directly to the office of the Associate Dean for Research and do not need to be submitted through the pre-award submission process. Funds must be spent or encumbered by May 31, 2014.

Tier 2 Program

Amount: requests must fall within the $5,000 – to $20,000 range

The program is designed to support research efforts of both single investigator and multi-investigator users. The program is not a grants program for individual project support, but a program for resource and equipment acquisition that support a single or multiple projects. Office and instructional computers/equipment are not eligible for this program. See FAQs for additional information. Applications must identify a single Principal Investigator, who must have depleted a majority of available start-up funds to be eligible. See FAQs for additional information. An individual may submit only one application as Principal Investigator. Proposals that have a high potential to leverage this award to gain external recognition and/or funding will be given a high priority.

Application and Submission Process

Applications must be submitted through the pre-award submission process. The deadline for receipt of proposals is 5:00 p.m., Monday, September 22, 2014. Proposals should be submitted as a single pdf file attachment to an e-mail message addressed to ovprequipprogram@purdue.edu Projects should have a start date of January 15, 2015. Funds must be spent or encumbered by May 31, 2015.

The application must use Arial 11 point font with 1.0 inch margins and follow the template below. Incomplete applications and/or applications that do not meet these requirements will be returned without review.

Proposal Review and Recommendation

Tier 1 proposals initially will be reviewed and ranked by the Associate Dean for Research of the appropriate college. A committee composed of the Associate Deans for Research from colleges whose faculty submitted proposals will review and rank the proposals for recommendation to the OVPR for final selection. Ranked proposals should be submitted by the ADRs to Sheryl Willison (swilliso@purdue.edu) by 5 pm on October 15, 2014.

Tier 2 proposals will be reviewed by a faculty panel consisting of representation from all colleges eligible for the program. Recommendations will be made to the OVPR for final selection.

Post-Award and Reporting Requirements

Successful applicants are required to submit a brief final written report describing the impact the equipment/resource had on their research program and any funding, publications or other external recognitions that resulted from the award. Tier 1 funding recipients should submit the final report to the appropriate Associate Dean for Research by September 30, 2015. Tier 2 funding recipients should submit the final report to Sheryl Willison (swilliso@purdue.edu) in the OVPR by September 30, 2015.

  • What is the total investment in this program?
  • Up to $0.25M has been committed to this program.
  • Are computers, nodes/servers eligible for this program?
  • Office and instructional computers/equipment are not eligible for this program. However computing equipment that is integral to an individual’s research program is allowed. Additionally, funds from the program may be expended to access Purdue’s shared cluster computing infrastructure (https://www.rcac.purdue.edu/userinfo/communityclusters.cfm) through ITAP’s “Community Cluster” program. The amount requested for this purpose must be specified in the budget and justified in the budget justification and will be available in an account established in the “Community Cluster” program.   • Is access to data sets eligible for this program?
  • Yes. Preference will be given to data sets that support the projects of multiple faculty.
  • What is meant by depleted a “majority of start-up funds” in establishing the eligibility of the PI?
  • The program is intended for individuals who have depleted all available discretionary resources including start-up funds. However, in some instances a small amount of residual start-up funds (generally less than 25% of the cost of the requested equipment) may remain and the eligibility of the PI in these cases will be decided on an individual basis.
