Re: Classes of Purdue University Appointments for Personnel
Not on the University Payroll
This memorandum defines four classes of appointments for persons
not on the University payroll which may be granted upon recommendation
of a dean, director, head of school, division, department, or office,
or regional campus chancellor, and upon approval by the President
of the University or his designee.
- ADJUNCT FACULTY MEMBER
- An adjunct faculty member is an individual:
- Who is appointed to an academic rank upon recommendation
of the appropriate dean, director, head of school, division,
department, or office, or regional campus chancellor,
and upon approval by the President of the University or
his designee.
- Who is not on the payroll of the University but who
is paid directly by an outside agency, including among
others the federal government, State of Indiana, other
educational institutions, or other organizations; and
- Who is assigned teaching responsibilities or participates
in a joint or cooperative project with Purdue University.
- As a member of the faculty of the department and school
to which an individual is appointed, he/she will be granted
the same academic privileges as a regular faculty member,
including promotion through the regular University procedure.
As an employee of an outside agency, he/she will not be eligible
for University tenure.
- Upon appointment, the adjunct faculty member's name will
be listed in the University catalog, the faculty and staff
roster, the telephone directory, and will be included on appropriate
University mailing lists.
- Staff privileges for which the adjunct faculty member will
be eligible upon payment of the regular staff fees include:
- Staff enrollment fee
- Staff athletic tickets
- Staff golf fees
- Staff privileges in Lambert Fieldhouse
- Staff privileges in Recreational Gym
- Staff convocation, theatre, and other ticket privileges
- Membership in Purdue University Women's Club
- Staff parking privileges
- Regular staff identification card.
- Fringe benefits such as TIAA/CREF, social security, group
life insurance, group medical insurance, and worker's compensation
benefits will be the responsibility of the adjunct faculty
member's primary employer.
- Appointment as an adjunct faculty member will be initiated
by preparing a regular payroll form (President's Office Form
10) and the Employee Information Form (Business Office Form
13), including an explanation of the appointment. The payroll
change will not show any salary for the adjunct faculty member
as he/she will be reimbursed directly by the primary employer.
If the University is to pay for services provided by an adjunct
faculty member, the required funds will be transferred to
the primary employer under an appropriate memorandum of agreement
approved the by Vice President for Business Services and Assistant
Treasurer.
- The department head and academic dean and/or regional campus
chancellor should periodically review all adjunct faculty
appointments and initiate terminations for any appointments
which do not fulfill the definitions in paragraph A.1.
- ASSOCIATE STAFF MEMBER
- An associate staff member is an individual:
- Who does not hold rank as an adjunct faculty member;
- Who is paid by an organization closely associated with
Purdue University; or
- Who is paid by an outside agency, including among others
the federal government, State of Indiana, other educational
institutions, or other organizations; and
- Who is assigned to or has major administrative responsibility
for a joint cooperative project with Purdue University.
- Upon appointment, the associate staff member's name will
be listed as appropriate in the telephone directory, the faculty
and staff roster, and will be included in appropriate mailing
lists.
- Members of the administrative and professional staff of
associated organizations holding associate appointments will
be eligible for the same staff privileges cited in paragraph
A.4. above.
- Members of the clerical/service staffs of associated organizations
in full-time residence on the West Lafayette, Calumet, Fort
Wayne, or North Central campuses will be eligible for the
same privileges afforded the regular clerical/service staff
of the University.
- Fringe benefits such as TIAA/CREF, social security, group
life insurance, group medical insurance, and worker's compensation
will be the responsibility of the associate staff member's
primary employer.
- Appointments to the associate staff will be made upon recommendation
of the appropriate dean, director, head of school, division,
department, or office, or regional campus chancellor, and
upon approval by the President of the University or his designee.
- Appointments will be initiated by preparing an employee
information and appropriate payroll forms which shall include
an explanation for the appointment. The payroll change will
not show any salary for the associate staff members as he/she
will be reimbursed directly by the primary employer. If the
University is to pay for services provided by an associate
staff member, the required funds will be transferred to the
primary employer under an appropriate memorandum of agreement
approved by the Vice President for Business Services and Assistant
Treasurer.
- All appointments should be periodically reviewed and terminations
prepared for any appointments not fulfilling the definitions
in paragraph B.1. above.
- AFFILIATE STAFF APPOINTEE
- An affiliate staff appointee is an individual who does not
qualify for appointment as an adjunct faculty member or associate
staff member but who does provide some ancillary service to
the University without direct compensation. Examples of individuals
who may be granted an affiliate appointment include:
- Administrative officers of IUPUI and similar individuals
at other Indiana University campuses offering Purdue University
programs under the guest-host or statewide technology
agreements;
- Cooperative education coordinators in business, education,
government, or industry who provide direction for students
while employed under cooperative programs; and
- Pharmacists who provide learning opportunities to pharmacy
students at various hospitals and/or pharmacies.
- Upon appointment, the affiliate staff member's name will
be listed as appropriate in the telephone directory, the faculty
and staff roster, and will be included in the appropriate
mailing lists.
- Affiliate staff appointees will not be eligible for staff
privileges granted to other members of the University faculty
and staff except that they may purchase University staff parking
permits and have use of the University library facilities.
Affiliate staff will be issued a Purdue identification card
noting their affiliate status.
- Appointments to the affiliate staff will be made upon recommendation
of the appropriate dean, director, head of school, division,
department, or office, or regioinal campus chancellor, and
upon approval by the President of the University or his designee.
Appointments will be initiated by preparing appropriate payroll
and employee information forms. All appointments should be
periodically reviewed and terminations issued for those not
fulfilling the definitions in paragraph C.1. above.
- VISITING SCHOLAR APPOINTEE
- A visiting scholar appointee is an individual who is not
appointed to an academic rank and therefore does not qualify
for appointment as adjunct faculty. A visiting scholar may
be invited by a faculty member, after specific approval by
the department head, dean, and the Executive Vice President
for Academic Affairs, or his designee, to engage in scholarly
activities for the academic enrichment of the individual and
the department. A visiting scholar is not an employee of the
University and therefore receives no direct compensation from
the University.
- Upon appointment, the visiting scholar's name will be listed
as appropriate in the telephone directory, the faculty and
staff roster, and will be included in appropriate mailing
lists.
- Visiting scholar appointees will not be eligible for staff
privileges granted to other members of the University faculty
and staff except that they may purchase University staff parking
permits and have use of the University library facilities.
Visiting scholars will be issued a Purdue identification card
noting their visiting scholar status.
- Appointments as visiting scholars will be made upon recommendation
of the appropriate dean, director, head of school, division,
department, or office, or regional campus chancellor, and
upon approval by the President of the University or his designee.
Appointments will be initiated preparing appropriate payroll
and employee information forms. All appointments should be
periodically reviewed and terminations issued for those not
fulfilling the definitions in paragraph D.1. above.
QUESTIONS
Questions concerning these classes of appointments should be referred
to the Department of Fiscal Planning on the West Lafayette campus
and to the chief business officers at the regional campuses.
