PURDUE UNIVERSITY
OFFICE OF THE PRESIDENT
EXECUTIVE MEMORANDUM No. B-39

To: All Members of the University Faculty and Staff

Re: Compliance with Title IX of the Educational Amendments of 1972
       (Sex Discrimination Regulations)

Statement of Policy

It has long been the policy of the Trustees of Purdue University that the educational services and programs of the University be available and open to all academically qualified individuals regardless of sex.

More than 100 years ago, in 1874, the University catalog carried the following statement:

"The University opens all of its courses to young women as well as to young men. No distinctions will be made in examinations, expenses or classes. They will be furnished dormitory privileges in the boarding house, equal in comfort and convenience to the quarters furnished to young men in the dormitory proper."

Title IX of the Educational Amendments enacted by the Congress 1972 states:

"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied thebenefits of, or be subject to discrimination under any education program or activity receiving Federal financial assistance."

The Department of Health, Education, and Welfare has recently issued specific regulations concerning this act. It is University policy to comply fully with Title IX of the Educational Amendments of 1972.

Authority and Responsibility

  1. The President of the University is responsible for successful accomplishment of this policy. The President is authorized to take all necessary action delegates further as follows:

    1. Dr. John W. Hicks, Executive Assistant to the President, shall coordinate compliance with Title IX for the entire University system. All communications with Federal agencies in regard to Title IX will flow through Dr. Hicks.

      1. Dr. Carolyn Jones has been assigned by Vice President Fischang to assist Dr. Hicks in this responsibility. Dr. Jones will become thoroughly familiar with all aspects of Title IX compliance and will, in conjunction with the appropriate administrative officers, review policies and procedures at the West Lafayette campus with respect to Title IX requirements and make any recommendations necessary to bring the campus into full compliance.

      2. Each Regional Campus Chancellor will take the necessary steps to bring his campus into full compliance. He shall call upon Dr. Jones and Dr. Hicks for advice and assistance in these efforts.

      3. The Provost, Vice President and Treasurer, Vice President for Development, and Director of Intercollegiate Athletics and all deans, directors, heads of schools, divisions, departments and offices, and all others exercising supervisory or administrative control are responsible for taking steps to assure that programs and activities under their supervision are in compliance with University policy regarding Title IX.

    2. Each individual faculty and staff member is responsible for performing all duties and functions in a manner which clearly supports Purdue University's policy of equal opportunity for all qualified individuals.

  2. University students who have any concerns about University compliance policy in regard to Title IX should contact Associate Dean of Students Barbara Cook, Hovde Hall, 494-8031.

Employees concerned with University compliance with Title IX in connection with employment practices should contact Dr. Hicks, Hovde Hall, 749-2110, who is Equal Employment Opportunity Officer for the University.
