Re: Academically Non-Autonomous Campuses


This memorandum sets forth the relationship between the West Lafayette campus and the academically non-autonomous campuses of Purdue University.

PART I: ADMINISTRATIVE REPORTING RELATIONSHIPS

The chief executive officer at each academically non-autonomous campus shall be a Chancellor who will report to the President of the University. The chief fiscal officer at each campus shall report to both the Chancellor and the Executive Vice President and Treasurer of the University. Subject to the approval of the President, and where appropriate the Board of Trustees, the Chancellor shall be responsible for establishing an academic and administrative organizational structure for the campus and for appointing the personnel needed to fulfill its mission.

PART II: FACULTY GOVERNANCE

Faculty governance at each academically non-autonomous campus shall be defined by a constitution and by-laws adopted by the faculty and upon the recommendation of the Chancellor and President, approved by the Board of Trustees. In addition, the faculty at each academically non-autonomous campus shall be represented on the University Senate and if the campus offers graduate level courses, on the Graduate Council. Within the parameters of the Purdue University tenure and promotion policies, the faculty also may adopt procedures for reviewing and recommending its colleagues for advancement to the appropriate panel of the University Promotions Committee.

PART III. ACADEMIC AUTHORITY AND RESPONSIBILITY

Within the framework of Purdue University policies, regulations, and procedures, faculty at academically non-autonomous campuses may determine their campus calendar and schedule of classes, establish local academic regulations and processes, and regulate campus intercollegiate athletic activities. Unless otherwise specified, however, all curricular matters including courses and degree programs offered, course content and examination procedures, graduation requirements, degree audits and certifications, and admission standards will be subject to the approval of the faculty in the West Lafayette campus department housing the same discipline. The qualifications for both full-time and part-time faculty as well as the prerequisites for teaching specific courses also will be subject to the approval of the corresponding West Lafayette departmental faculty.

As the academic units at non-autonomous campuses grow and mature, it may be appropriate for West Lafayette departmental faculty to delegate authority for some or all of the above responsibilities to their colleagues in the unit housing the same field of study at an academically non-autonomous campus. Such authority and responsibility may be delegated within the parameters of University policy through formal written agreements approved by the two faculties and their respective unit heads, the West Lafayette campus school dean, the Chancellor, and the Purdue University Executive Vice President for Academic Affairs. With the approval of these individuals, full authority for specific degree programs also may be granted. In cases where it is appropriate to offer a degree program at a non-autonomous campus that is not offered at West Lafayette, the program may be declared autonomous at inception upon the recommendation of the Chancellor and the approval of the Executive Vice President for Academic Affairs.

PART IV: FISCAL AUTHORITY AND RESPONSIBILITY

Academically non-autonomous campuses receive campus-specific operating and fee replacement appropriations from the state. All income generated by a campus from private sources also is dedicated for the exclusive use of that campus. Subject to the approval of the budget by the President and the Board of Trustees and within the parameters of Purdue University policies and procedures, each academically non-autonomous campus has the authority to conduct all of its business matters including expending operating funds and planning and building facilities.

PART V: TRANSITION TO FULL AUTONOMY

When an academically non-autonomous campus reaches a sufficient level of maturity, the Chancellor may prepare a plan for transition to full autonomy. This document must include an academic plan explaining the proposed academic program in detail and an organizational plan describing the structure through which the campus proposes to exercise its autonomy. When completed, the campus plan should be sent to the Executive Vice President for Academic Affairs for review, recommendation, and transmittal to the President and Board of Trustees for final action.
