Re: Centers and Institutes
BACKGROUND
In certain circumstances, it is appropriate to identify
groups of faculty and staff as pursuing specialized studies
within a discipline or as being engaged in joint interdisciplinary
research and education. While many such arrangements are informal
and temporary, there may be instances where the establishment
of centers, institutes, or joint programs has significant
implications for the University.
ESTABLISHMENT AND MANAGEMENT OF CENTERS, INSTITUTES,
AND INTERDISCIPLINARY PROGRAMS
- Within the Same Department
Responsibility for the management of such a unit rests
with the head of the department after the initial establishment
has been approved by the appropriate dean. The Office
of the Provost shall be informed of the establishment
of such a unit.
- Within the Same School Involving two or more Departments
Responsibility for the management of such a unit rests
with the dean of the school after the initial establishment
has been approved by the Office of the Provost. Where
the unit is to be separate for budget purposes from the
existing departments or school administrative unit, approval
by the President is required.
- Within the University Involving Several Schools and/or
Outside Agencies Such as Other Universities or Corporations
Responsibility for the management of such a unit normally
rests with an appropriate Dean or Vice President after
the initial establishment has been approved by the President.
Where the unit is to be separate for budget purposes from
the existing departments or school administrative units,
approval by the Board of Trustees is required.
OPERATING POLICIES
All components of the University, regardless of name and
status, will be subject to all rules and regulations of the
Trustees, the State of Indiana, and the Federal Government
which normally apply to the operation of Purdue University.
For example, all personnel appointments and budget matters
are handled through the usual administrative channels.
In instances involving advisory committees or boards comprised
of Purdue staff members and/or external individuals, their
role should be defined as advisory to the Purdue staff member
assigned primary management responsibility for the unit.
Dissolution of a center, institute, program or other identifiable
component of a department, school or the University as described
in A through C is subject to ratification by the same offices
responsible for approving the establishment of such a unit.
