Statement of Policy

Smoking is prohibited in University Facilities, including buildings, shelters, indoor and outdoor athletic facilities, indoor and outdoor theatres, etc., as defined in this document, with the following additional provisions:

  • Smoking is permitted beyond a minimum 30 -foot perimeter of a University Facility.
  • Smoking is permitted in Outdoor Public Areas, as defined in this document; however, preferential consideration should be given to non-smokers whenever it is clear they are exposed to involuntary smoke.
  • Outdoor Public Areas may be designated as non-smoking for special events with written approval of the policy administrator.
  • Smoking is permitted in designated Union Club Hotel spaces.The sale, distribution, or advertisement of tobacco products is prohibited in University Facilities and Public Areas.
  • Smoking is prohibited in all University vehicles.

Enforcement of this policy is the responsibility of all deans, directors, chairs, and department heads. Existing disciplinary policies may be used as appropriate.


Reason for Policy

Secondhand smoke is a mixture of smoke that is emitted into the air from a lit cigarette, cigar, or pipe, and smoke that is exhaled into the air. It causes premature death in nonsmokers and is a preventable health risk.  

Secondhand smoke is identified as a Group A carcinogen (cancer-causing agent) under the Environmental Protection Agency's (EPA) carcinogen assessment guidelines. Secondhand smoke has been shown to cause heart disease, cancer, respiratory problems, and eye and nasal irritation.  

The EPA has determined there is no safe exposure level to secondhand smoke.   It is the purpose of this policy to provide for the rights of smokers while minimizing exposure to secondhand smoke.

Smoking cessation assistance is available through WorkLife Programs, the Student Wellness Office, and the College of Nursing.

Definitions

Smoking Definition
Smoking The burning of tobacco or any other material in any type of smoking equipment, including, but not restricted to, cigarettes, cigars, or pipes.
University Facilities As used in these regulations, the term "University Facility" or "University Facilities" means any building or structure, including partially enclosed structures (including parking garages) , or any improved or unimproved land, or any part of any such building, structure, or land, which is owned, used, or occupied by Purdue, except:
Outdoor Public Areas Outdoor University Facilities that are open to orderly unsupervised access by faculty, staff, students, and visitors (e.g. streets, sidewalks, and lawn areas).

Procedures

Appropriate signage will be added to new and existing areas prohibiting smoking including University vehicles, buildings, athletic facilities, and parking garage garages . .   Requests for additional signage may be made using the appropriate contact in this document.

Concerns regarding smoking will be reviewed using the Non-Smoking Policy Campus Concern Form, which provides a process for resolution.
