In the first quarter of FY 1996, EPA Region 5 (Chicago) staff in the Software Development Section were requested to assist EPA Region 4 (Atlanta) staff in developing ideas for public service announcements (PSAs) to be shown in Atlanta at the time of the 1996 Olympic Games. During conference calls the Software Development team created several sample scripts for PSAs, and both Regions together developed a basic package of eight scripts. These were submitted to the Captain Planet Foundation (associated with Turner Broadcasting) and four were selected to be the basis for a possible cooperative project. Planet Foundation staff were impressed enough with the proposals that they offered to provide full artistic support if USEPA would provide "seed" funding. Region 4 provided $20,000 and four PSAs were filmed in May and June 1996, three of which were based on ideas presented in the original scripts proposed by Region 5. The actors were USEPA staff!

Since July, 1996 the PSAs have been shown on many occasions on the various Turner Broadcasting cable networks, including CNN, Headline News, TNT, and WTBS. They continue to be shown in the US and abroad.

These four PSAs were submitted to the Council on International Nontheatrical Events (CINE) for consideration for the "Golden Eagle" Award. This is one of the most prestigious American awards for nontheatrical films and videos created by mmedia professionals and amateurs. Selection in each category is by a jury of media professionals. In late October, 1996, it was announced that the Recycling Relay PSA had won the CINE "Golden Eagle" in the category of public service announcements, in competition with announcements created by Steven Spielberg and other world-class professionals.

These announcements were placed with a number of network and independent television stations in Region 5 for broadcast on or after Earth Day 1997.
