Note: This program provides the tools for an evaluator to use but does not replace the invaluable presence of a knowledgeable and independent evaluator. An evaluator is essential to see the complex interactions that drive decision-making, and to appreciate the choices made or not made by the players. Suggestions for improvement come from the evaluator's experience and not from this program.
