Oil Spill Exercise Generator

With this database-driven program, you can construct an oil spill exercise or response drill in a matter of hours, and fill out checklists for use in a final evaluation report.

Exercise development
You can develop an exercise based on one of the scenarios stored in the database, or write your own scenario from scratch. The program provides seasonal weather data for all US States and Territories, and for Canada; you can use the default weather or customize it. You'll also select implementation messages which are delivered throughout the course of the exercise to move the activity along. You can add appropriate references to customize the scenario and messages to a locality.

Evaluation checklists
The program also contains evaluation checklists for each of the elements listed in the National Preparedness for Response Exercise Program (PREP). Evaluators can fill out these forms on paper or on laptops. Once you've filled out the checklist, you can transfer the text into a word processor and use it to compile an evaluation report.

Note: This program provides the tools for an evaluator to use but does not replace the invaluable presence of a knowledgeable and independent evaluator. An evaluator is essential to see the complex interactions that drive decision-making, and to appreciate the choices made or not made by the players. Suggestions for improvement come from the evaluator's experience and not from this program. The final report is the compilation of the checklist and any other observations and suggestions that the evaluator may include.
