Over the past decade, we have learned that the nation's hazardous waste problems cannot be cured by simply burying waste. In recent years, Congress and the Environmental Protection Agency have emphasized effective treatment of hazardous waste prior to its land disposal. Treatment alone, however, will not necessarily remedy our hazardous waste problems. It is essential that we first minimize the generation and subsequent need for treatment, storage, and disposal of hazardous waste. This concept, called "waste minimization," is essential for ensuring a healthful environment for us all.
