In 1999 Professor F.T. Sparrow received a 14-month grant in the amount of $303,000 from USAID through EAGER. The first year of West African electricity modeling focused on a preliminary seven-country core model in preparation for a full 14-country regional electricity policy model.
The WAPP was formed by an agreement between ECOWAS (Economic Community of West African States) Energy Ministers in November 1999 and the formal structure and operational agreements for the pool have yet to be documented.
The current year's project is modeling West Africa's electricity generation and transmission line expansion plans for the Economic Community of West African States (ECOWAS). The primary objective of the work with ECOWAS is now model operator training, and the completion of the user-friendly Java interface for the non-technical user of the WAPP model.
