Stephen Shortell, PhD
Dean of the School of Public Health, University of California, Berkeley
Shortell has done extensive research on institutional incentives for improving quality of care and health outcomes, particularly when related to the management of patients with chronic illness. He is co-author of the book Remaking Health Care in America: The Evolution of Organized Delivery Systems and is an elected member of the Institutes of Medicine of the National Academies. He received his BBA in business administration from the University of Notre Dame, his MPH in hospital administration at UCLA, and his MBA and Ph.D. in behavioral sciences from the University of Chicago.

Karen Davis, PhD
President of the Commonwealth Fund
Davis is a nationally-recognized economist with a distinguished career in public policy and research. Before joining the Commonwealth Fund, a national philanthropy engaged in independent research on health and social policy issues, Davis served as chairman of the Department of Health Policy and Management at the Johns Hopkins Bloomberg School of Public Health. She served as deputy assistant secretary for health policy in the Department of Health and Human Services from 1977-1980, making her the first woman to head a U.S. public health service agency. She was elected to the Institute of Medicine in 1975 and has served two terms on the IOM governing council.

Brent Bowditch graduated from Cornell University and began his career in higher education in 1978. Over her thirty-year career, Hazard has held positions in direct patient care,
research, education and consultation and is a prolific author-speaker on nursing
issues and professional development. She is the recipient of the Henry K Silver
award for National Excellence from the National Association of Pediatric Nurse
Practitioners, and is a fellow of the American Academy of Nursing. She earned
a master's degree in nursing science from the University of Virginia and certification
as a pediatric nurse practitioner.

Since assuming the directorship of Lilly's Corporate Health Services, Dr. Larkin has supervised the design and implementation of Lilly's domestic health plans, including consumer driven HRA/HSA plans. Dr. Larkin is a graduate of Indiana University School of Medicine and board-certified in family medicine. Additionally, he is a Fellow American Academy of Family Practice, and a Fellow of the American College of Occupational and Environmental Medicine (ACOEM), and the President of the Indianapolis Medical Society.

As the State Health Commissioner and Medical Director for Medicaid, Monroe guides the Indiana State Department of Health in its mission to support Indiana's economic prosperity and quality of life by promoting, protecting and providing for the health of Hoosiers in their communities. Prior to her appointment as State Health Commissioner, Dr. Monroe directed the St. Vincent Family Medicine Residency Program and Primary Care Center in Indianapolis from 1992-2005. She received her medical degree from the University of Maryland.

Anne Royalty, PhD
Health Economist, IUPUI
Royalty's research interests center around labor economics, health economics, and applied microeconomics. Recently published work examines the effect of income tax rates on the provision of employer-provided health insurance. Another analyzes how the health plan choices of workers are influenced by insurance premiums. Her work addresses important issues of insurance provision by firms and consumer decisions regarding insurance that are central to the on-going debate on health care reform. Royalty earned her Ph.D. in economics at Yale University.
