Seminar: The Distributional Impacts of Climate Change Mitigation Policy I: A Life-cycle Model in CIM

Presenter: Joshua Elliott, Research Scientist, Computation Institute, University of Chicago (Co-Authors: Ian Foster, Don Fullerton, Todd Munson, and Nirupama Rao) Abstract: We describe a model built on the Description: CIM-EARTH framework to explore distributional impacts of climate change mitigation policy in the US. The consumer model is a life-cycle model with over-lapping generations and consumer types separated by lifetime (as opposed to annual) income. Lifetime income groups are estimated using the Panel Study of Income Dynamics (PSID) and expenditure preferences for 5 year age groups are estimated from the Consumer Expenditures Survey (CEX). Production and trade are modeled with the global GTAP database of balanced Social Accounting Matrices (SAMs). The model is used to examine the distributional impacts of a range of policy options based on carbon pricing, along dimensions of both lifetime income and age. Early results are presented.
