SPS Requirements

The Vice President for Research's Proposal Deadline Policy requires that all proposals submitted to SPS must be in "Final Form". If any aspect of a proposal is incomplete or considered a "draft" that proposal will not be accepted by SPS for processing. The following completed proposal components that are applicable must be included in the proposal package submitted to SPS.

  • Proposal Submission Form – This form is the main source of information for the proposal submission process. If the information is omitted or in error a proposal may not be submitted correctly. The form also provides the necessary approvals that authorize the submission of each submission.
  • Coeus Budget – This is the internal working document that provides the SPS Proposal Specialists the information they need to complete a budgetary review. A cross comparison and breakdown of the sponsor budget is necessary to ensure that the correct sponsor guidelines and all University policies are followed.
  • Complete Technical Proposal – SPS does complete a cursory review of the technical proposal. Some text may contain budgetary commitments or references and also may state commitments that must be reviewed. If a draft or incomplete technical proposal is provided it must be re-reviewed once the final version is received.
  • All Appendices – If appendices are not included or there is a staggered submission of proposal sections there is a likely chance that the final proposal package will be assembled incorrectly or sections may be omitted in error.
  • University Forms – Internal University Forms provide required commitments and/or approvals to SPS. SPS is not authorized to submit proposals that require these forms but do not have them complete.
  • All Additional Sponsor Hardcopies – SPS does not have the ability to generate additional hardcopies that may be required by a Sponsor.
  • Electronic Accesses Granted/Electronic Files Provided – Time permitting, SPS will complete a cross check of the submitted original hardcopy to any electronic files that will be sent to a sponsor. This is to ensure that the permanent record that is maintained at the University accurately reflects what was submitted in case there is need to reference at a later time.

Proposal Package Checklist

Ensure all of the following are complete and in "Final Form" prior to routing to SPS:

  • Proposal Submission Form – complete will all required signatures
  • Coeus Budget
  • Cost Share Commitment Forms
  • Proposal – Final Form: narrative, budget, budget justification, etc.
  • Additional Sponsor Copies
  • Electronic Files/Packages
  • All Subaward Information
  • Other Sponsor Requirements
  • Letters of Support
