Basic Elements of a Proposal
Many funding agencies specify proposal forms or formats and provide guidelines for proposals that are to be submitted. For most agencies, proposals contain most or all of the following elements. (Specific agency guidelines, if available, should always be followed.)- Cover Page

- Budget
- Facilities and Administrative/Indirect Costs
- Budget Justification
- Subcontracts (what is required from subs)
- Biographical Sketch/Vitae for Key Personnel
- Current and Pending/Other Support
- Resources/Equipment and Facilities
- References/Literature Cited
- Appendices
- Certifications, Assurances, and other forms as may be required
