Re: Policy Relating to Adverse Weather Conditions
Unusually heavy snowfalls occasionally create conditions which severely reduce the mobility of that part of our population primarily dependent upon individually operated automobiles for transportation. In the past, these conditions have resulted in an administrative decision to suspend normal operation of the University for one day.
Similar conditions will undoubtedly prevail in the future. The purpose of this memorandum is to define conditions and the procedures to be followed regarding parking, attendance, and pay status for biweekly and non-exempt monthly-paid staff. Temporary employees (including student employees) are to be compensated at the regular hourly rate only for the hours worked.
ADVERSE WEATHER CONDITIONS
- Hazardous Driving Conditions:
Fog, ice or snow can cause hazardous driving conditions that concern many people. Staff members who are absent from work, arrive late, or leave early during hazardous driving conditions will be required to use vacation, personal holiday, or absence without pay to cover the time not worked. Under these conditions there will be no change in regularly scheduled activities or parking regulations.
- Snow Emergency:
After an unusually heavy snowfall has occurred or after unusually severe drifting or when either of the above is certain and imminent, a "Snow Emergency" may be declared by the Director of Physical Plant.
When a "Snow Emergency" is declared, special parking regulations will become immediately effective as outlined in this memorandum. The University will continue to operate as nearly normal as possible and those who are absent from work, arrive late, or leave early will be required to use vacation, personal holiday, or absence without pay to cover the time not worked.
- Snow Recess:
When a "Snow Emergency" progresses to the point where most roads and streets are virtually impassable, it may be necessary to suspend classes and/or routine operations of the University. This will constitute a "Snow Recess."
The President of the University or, in his absence, the Vice President and Treasurer and the Provost jointly will make the decision to declare a "Snow Recess."
During a "Snow Recess" the special parking regulations will be in effect as outlined in this memorandum.
When a "Snow Recess" is declared, students will be requested to return to their places of residence and not report for classes until further notice. Most staff will be requested to leave the University and not report for work until further notice.
Non-exempt staff members who are sent home or requested not to report for duty will receive regular pay for time not worked. This time will be recorded as "Other Leave (With Pay)" on the Attendance Record (Business Office Form No. 1423).
Those non-exempt staff members required to work will receive regular pay plus time and one-half for all hours worked during the "Snow Recess." This time will be recorded as "Worked Regular" and "Overtime" on the Attendance Record.
PARKING REGULATIONS FOR SNOW EMERGENCY OR SNOW RECESS
- When a "Snow Emergency" or "Snow Recess" is declared, parking on campus will be restricted to facilitate snow removal and expedite return of the campus to normal. Parking lots will be posted where parking is prohibited and will be reopened as soon as snow removal is completed.
- Parking will be permitted in the parking garages under normal parking regulations applying to the use of garages.
- Other lots and on-street parking areas will be cleared of snow as rapidly as possible and will be opened to parking when cleared. As areas are closed or opened to parking, this will be announced by WBAA and other local radio stations.
- Streets and drives on campus may also be closed to moving traffic as required for snow removal during a "Snow Emergency" or "Snow Recess."
ESSENTIAL PERSONNEL
Some personnel will be required to stay on campus for all or part of the duration of a "Snow Recess" in order to insure the continued operation of essential services. Personnel in this category would include, but not be limited to Residence Halls, Student Hospital, Food Stores, Physical Plant, Purdue Memorial Union, and Transportation Service.
Emergency housing and meal facilities will be provided at University expense to those who are required to remain. Each department head will decide upon personnel in his/her department who will be required to remain.
Each department will also be responsible for reimbursing the Purdue Memorial Union or other facilities providing housing and/or meals.
Personnel will be requested to remain on duty on a voluntary basis as far as possible, but circumstances may require others to stay because of the health, safety, and essential services of the University community.
The cooperation of all students, staff, and visitors will be necessary to allow a prompt return to normal operation following these emergency conditions.
MONTHLY-PAID STAFF (EXEMPT)
While exempt monthly-paid staff will not be charged vacation during a "Snow Recess," they are expected to accomplish their assigned and required work regardless of any lost time because of adverse weather conditions.
REGIONAL CAMPUSES
The Chancellor and Chief Business Officer for each regional campus will have the responsibility for declaring "Snow Emergencies" and "Snow Recesses" and for the adaptation of operating procedures. Questions relating to these policies and procedures should be referred to the Chief Business Officer.
QUESTIONS
For the West Lafayette Campus, questions concerning personnel aspects of these policies and procedures should be referred to the Department of Personnel Services (749-6086); other questions concerning Physical Plant operations and parking should be referred to the Office of the Director of Physical Plant (749-6161).
