Signature Delegation

Perform review to ensure compliance with applicable law, University policy, sponsor requirements and other applicable guidelines.  Assure that documentation contains sufficient information to support the transaction and assure the document is audit-ready. 

A.      TREASURY DELEGATIONS 

I.          COMPTROLLER 

A.    As defined by the Bylaws of the Board of Trustees, the Treasurer is responsible for the purchasing of all items of equipment and supplies.  To effectively execute these responsibilities, the Executive Vice President &Treasurer (EVP&T) has delegated this authority to various individuals in the organization.  The role of Business Services staff involved in the procurement process is to fulfill a Treasury function, including certification that tests of allowability, allocability and reasonableness have been met.  Once delegated such authority, the individual ensures that costs benefit the mission of the University and are allowable, allocable and reasonable in relation to the funding source.  There are currently three levels of comptroller delegation for procurement transactions: 

1.     $500

2.     $2,500

3.     $50,000
