The Twenty-first Century Scholars Program targets low- and moderate-income families. To be eligible for the program an income-eligible 7th or 8th graders must have enrolled in the program and fulfilled a pledge of good citizenship to the state. In exchange, the state guarantees the cost of four years of undergraduate college tuition at any participating public college or university in Indiana and provides support and mentoring services.
