NIH and NSF Reporting Requirements
Institutions and contractors that receive funding from the National
Institutes of Health (NIH) and the National Science Foundation (NSF) to
conduct research are required to identify and manage Financial Conflicts
of Interest (FCOI) for all NIH and NSF-supported investigators and to
comply with the associated reporting requirements.
NIH requires that the University must inform the relevant Institute or Center of the existence of any FCOI before spending any funds from an NIH award. Conflicts identified during the award period must be reported within 60 days of identifying them. These reports must indicate whether the FCOI has been managed, reduced, or eliminated.
For specific NIH policy and reporting requirements please consult the
NIH - COI policy at http://grants.nih.gov/grants/policy/coi/. Guidelines
from NSF are detailed at
http://www.nsf.gov/pubs/manuals/gpm05_131/gpm5.jsp#510.
A new and comprehensive Frequently Asked Questions section has been added to the NIH/COI website and can be found at: http://grants.nih.gov/grants/policy/coifaq.htm.
If you have a current or pending NIH and/or NSF-sponsored research
program at Purdue that is related to a technology and/or research
developed at a company in which you or one of your dependents has a
financial interest, and if that financial interest is larger than
$10,000 in equity, and/or 5% ownership interest, Purdue must manage the
COI and inform the relevant Institute or Center, as appropriate, of your
(managed) FCOI.
If you do have a financial interest and you have not already disclosed
it, then you must disclose your interest by filling out and submitting
for approval the following forms: Form 32A - Application for Permission
to engage in an outside activity, Form 35 and Form C-1. A Memorandum of
Understanding between you and the University might also be necessary in
order to manage a possible conflict.
