Re: Snow Emergency Procedure


Unusually heavy snow falls the past two winters have created conditions which severely reduced the mobility of our population primarily dependent upon individually operated automobiles for transportation. This has resulted in an administrative decision once in each of the past two years to suspend normal operation of the University for one day.

Inspite of the difficulty in travel, a surprising number of staff and students did reach the University in each case. Also, a large number of students live in University Residence Halls and the operations of the halls must continue on as near a routine schedule as possible. In addition, there are other essential services which must continue such as the power plant operation, police and fire protection, Student Health Center and others. Also, there are always some who do not get word of closing and make the trip only to find there are no classes.

In view of these facts, the future policy of the University will be to continue to operate at as high a degree of efficiency as can be achieved during all periods including unusually heavy snow fall.

The following special regulations and procedures are hereby established, effective 24 January 1966, to aid in the functioning of the University under these conditions.

  1. Emergency

    After an unusually heavy snowfall has occurred or after unusually severe drifting or when either of the above are certain and imminent, a "Snow Emergency" may be declared by the Director of the Physical Plant.

  2. Announcement

    This information will be relayed immediately to:

    1. The University News Service who will in turn advise all of the local news media such as WBAA, WAZY, WASK, the Journal and Courier, and the Exponent, and ask that they disseminate the information as quickly as possible. As other phases of the procedure develop, the University News Service will be kept informed and will revise news releases as necessary.

    2. The University Police will telephone the President, each Vice President, Dean, Director and the local police departments. The Deans and Directors will be responsible for advising Department Heads and others in their own organization so that the information is spread as rapidly as possible.

        Director of Purdue Airport and Service Enterprises

  3. Parking Regulations

    1. When a "Snow Emergency" is declared, there will be no parking permitted on campus until snow plowing has progressed to a point where parking can again be permitted. Cars parked on campus at the time a "Snow Emergency" is declared will be required to be removed by tle owner by a time to be specified when the emergency is declared. The Physical Plant will assist persons attempting to remove vehicles in compliance with such an order, and will remove, at the owner's expense, vehicles in violation.

    2. Parking will be permitted during a snow emergency in:

      1. The Grant Street Parking Garage under the usual conditions applying to the garage.

      2. The area north of Ross-Ade Stadium with free bus service to campus provided as frequently as possible for the duration of the emergency.

      3. In the off-street parking lot at the southwest corner of Third and University Streets for "A" and "B" permit holders during restricted hours.

      4. In the off-street parking lot on the east side of Northwestern Avenue opposite the Electrical Engineering Building for "All" and "B" permit holders during restricted hours.

      5. In the lot south of the Life Science Building for "A" and "B" permit holders during restricted hours.

    3. Other lots and on-street parking areas will be cleared of snow as rapidly as possible and will be opened to parking as cleared. As areas are opened to parking, this will be announced by WBAA and other local radio stations.

    4. University streets and drives may also be closed to moving traffic as required for snow plowing during a "Snow Emergency."

    5. The University Police will post each entrance to the campus, "Snow Emergency - No Parking on Campus," and will remove signs as portions of the campus are cleared and parking can be permitted again.

  4. Snow Removal Priority

    Snow removal will be carried out in the following order of priority:

    1. Campus walks, campus streets, the University Airport, and the parking areas where parking is permitted during a Snow Emergency.

    2. Campus parking lots and campus and Residence Hall loading docks.

    3. Residence Hall parking lots and outlying areas.

  5. Requirements for Essential Personnel

    Some personnel may be required to stay on campus for all or part of the duration of a snow emergency in order to insure the continued operation of essential services. Personnel in this category would include, but not be limited to, Residence Halls, Student Health Center, Food Stores, certain sections of Physical Plant personnel, Purdue Memorial Union, and Transportation Service.

    Emergency housing and meal facilities will be provided at University expense to those who are required to remain. Each Department Head will decide upon personnel in his department who will be required to remain.

    Each department will also be responsible for reimbursing the Purdue Memorial Union or other facilities providing housing or meals.

    Personnel will be obtained on a voluntary basis as far as possible but circumstances may make it necessary to require others to stay in the interest of the health and safety of the University community.

    The cooperation of all students, staff, and visitors will be necessary to allow a prompt return to normal operation following a snow emergency.
