Re: Delegation of Authority


 Pending the approval of the revision of Executive Memorandum No. A-267, this memorandum will serve temporarily as a revision of parts of Vice President and Treasurer Memorandum No. A-1. The following assignments of administrative authority and responsibility for the Business Manager and Assistant Treasurer and the Director of the Physical Plant are established, effective 1 July 1968:

BUSINESS MANAGER AND ASSISTANT TREASURER

Assist, serve and act for the Vice President and Treasurer with administrative authority and responsibility for policies and operations of the following departments, offices and activities:

  1. For the University

    1. Department of Personnel Administration
    2. Comptroller's Office
    3. Contract Administration
    4. Edward C. Elliott Hall of Music, Loeb Playhouse and Slayter Center for Performing Arts
    5. General fiscal control of all budgeted operations
    6. Purchasing Department
    7. Real estate
    8. Approval and execution of contracts and leases in accordance with regulations set forth in the Manual of Business Procedures
    9. Emergency Operations
    10. Authority to perform the duties of the Treasurer in the case of his absence and any other duties as prescribed by the Board or by the Bylaws of The Trustees of Purdue University

  2. For the Regional Campuses

    1. Direct supervisory responsibility for Regional Campus Physical Plant operations, functions and activities as follows:

      1. Heating and cooling plants
      2. Sewage disposal plants
      3. Water pumping stations
      4. Utilities
        1. Power
        2. Water
        3. Gas
        4. Telephones
      5. Building services
      6. Maintenance
      7. Heating, ventilating and air conditioning
      8. Minor alterations
      9. Parking and traffic
      10. Grounds maintenance
      11. Safety and security

    2. Preparation and Control of Physical Plant Budget

    3. Preparation of Reports on Regional Campus Physical Plant Operations covering, but not limited to the following:

      1. Building maintenance
      2. Grounds maintenance
      3. Building services
      4. Utilities
        1. Heating plants
        2. Cooling plants
        3. Sewage disposal plants
        4. Water pumping station
        5. Other utilities
      5. Recruit all Regional Campus Physical Plant Personnel

DIRECTOR OF THE PHYSICAL PLANT

Assist, serve and act for the Treasurer with direct administrative responsibilities as follows:

  1. For the University

    1. Direct supervisory responsibility for:

      1. Construction and utility planning
      2. Construction management and inspection with local support as appropriate
      3. Planning and engineering

  2. For the Lafayette Campus

    1. Buildings and grounds maintenance
    2. General office and telephones
    3. Heating, ventilating and air conditioning
    4. Safety and security
    5. Utilities

  3. For the Regional Campuses

    1. With the assistance of the Regional Campus Directors of Buildings and Grounds, develop and disseminate University-wide general policies for Physical Plant operations on all campuses
    2. Provide advisory service concerning Physical Plant operations to the Regional Campus Directors of Buildings and Grounds
    3. Provide periodic inspections of all Physical Plant operations at all Regional Campuses
    4. Review Regional Campus Physical Plant budgets
    5. Specify the form of the reports on Regional Campus Physical Plant operations, review the reports, evaluate performance and make recommendations for improvement.
    6. Perform such other staff functions as the Vice President and Treasurer may direct.
