The Campus Repair and Rehabilitation Fee
Why the fee is being implemented:
In May of 2005 the Board of Trustees approved the 'Repair and Rehabilitation' Fee, which will be designated to maintain and improve academic and administrative facilities and infrastructure on each campus. Beginning with the invoices printed for the Fall Semester of 2006, a "Campus Repair and Rehabilitation Fee" will be assessed. This fee will be assessed each semester to all students who began enrollment on the West Lafayette campus in the Summer or Fall Semesters of 2006 and thereafter. Effective Fall 2011 all students will be assessed the R & R fee.
This fee was created to begin to address the growing deferred maintenance problem at Purdue. To put this in context, it is important to understand that the formula set up by the state to address building repair and rehabilitation provides for approximately $30 million for the 05-07 biennium for the West Lafayette campus. The state also provides for funding of infrastructure needs based on the 'cost of replacement value' for long lived assets such as roads, bridges, sewers, etc. These provisions, even if fully funded, would produce only part of the revenue needed to maintain buildings and infrastructure. In reality, the actual funding provided by the state has been well short of the funding provision over the last decade, creating a significant deferred maintenance problem.
In establishing a fee that will address maintenance needs, Purdue is working to assure that immediate facilities and infrastructure needs on each campus will not be jeopardized. Purdue will continue to work with the state legislature to address the funding shortfall.
How the fee will be implemented:
- All undergraduate, graduate, and professional students, beginning enrollment on the
West Lafayette campus during the Summer or Fall of 2006 will be classified to be assessed
the fee, which will first be assessed beginning in the Fall of 2006. Transfer students
from regional campuses also will be assessed this fee. Effective Fall 2011 all students will be assessed the R & R fee.
- The fee will not be billed to those students continuing enrollment on the West Lafayette
campus from the Spring Semester of 2006. Eligible students will be exempt from the fee until
the date of the attainment of one degree (Bachelors, Masters, Ph.D.) Students must continue
to enroll for both the Fall and Spring semesters on an ongoing basis in order to maintain the
exemption of the fee.
- The fee will not be assessed to Statewide Technology students.
- The fee is not refundable nor will tuition remittance be applied towards the fee.
Students will be assigned a new fee level by Admissions, the Graduate School, and the Veterinary Tech School upon being admitted to Purdue, (fee level 4); this fee level will be used to assess the fee in the Fall of 2006 and thereafter.
The fee will be assessed through the Bursar's Office as a 'designated fee' and funds will be recorded separately from General Service funds. The fee will appear as an itemized billing transaction as "Campus Repair and Rehabilitation Fee."
Exceptions:
Students who feel that extenuating circumstances apply and that this fee should not be assessed to them may appeal in writing to the Bursar's Office, 130 Hovde Hall, 610 Purdue Mall, West Lafayette , 47907. A committee has been established to review the particulars of each case and will respond to each student's appeal. Departmental staff may be called upon to provide background information supporting appeals at the request of the committee.
Department Responsibilities:
Departments may assist the Bursar's Office in helping to communicate that the fee will be assessed in the Fall 2006, and help students understand why the fee is important to their academic career at Purdue.
